Amends the Code of Civil Procedure. Makes a stylistic change in provisions concerning proceedings to enforce judgments.
Amends the State Prompt Payment Act. Provides that if a State official or agency is late in payment of a vendor's bill or invoice for goods or services furnished to the State and the vendor is forced to borrow money to make up for the late payment from the State, in addition to any other payment the State is required to make to the vendor, the State must pay the vendor an amount equal to the vendor's debt service costs related to the money the vendor borrowed as a result of the late payment.
Amends the Grain Code. Makes technical changes to the Section concerning the purpose of the Act.

Amends the Property Tax Code. Provides for an annual stipend of $6,500 for each supervisor of assessments to be paid by the State. Deletes current provisions allowing a supervisor of assessments to receive additional compensation based on performance. Effective immediately.

Amends the Illinois Vehicle Code. Provides that the Department of Transportation, on request, shall issue single trip permits or annual permits for transportation of concrete pump trucks or well drilling equipment. Sets conditions for the issuance and use of these permits. Provides that the Department shall set fees for the permits. Provides that the Department shall determine the form and content of the permits with respect to highways under its jurisdiction. Provides that local authorities shall determine the form and content of the permits with respect to highways under their jurisdiction.
