Amends the Boat Registration and Safety Act. Provides that a person may not operate an airboat on any lake that is 24,000 acres in size or larger.

Amends the Illinois Finance Authority Act. Provides that the Authority may reimburse itself for its reasonable costs and expenses of administering the fire truck revolving loan program and the ambulance revolving loan program from funds established for the purposes of those programs.
Amends the Illinois Insurance Code. Requires a third party payer (i) to adopt and implement policies related to bundling of physician services submitted for reimbursement that conform with the American Medical Association's Current Procedural Terminology coding guidelines, (ii) to reimburse a physician for office visits and consultations and therapeutic or diagnostic procedures performed on the same day that the services are medically indicated, and (iii) to provide written notice to the physician of any change to its policy related to bundling at least 90 days prior to the effective date of the change. Makes related changes.
Continues the Wooded Land Assessment Task Force created by House Joint Resolution 95 of the 94th General Assembly and requires the Task Force to report its findings no later than March 31, 2007 (was December 31, 2006).
Amends the Illinois Income Tax Act and the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides for an income tax credit for taxpayers that make a donation, during the taxable year, to a community-organization project that is certified by the Department of Commerce and Economic Opportunity. Provides that the amount of the credit is the amount of the donations. Requires taxpayers to maintain and submit records concerning the credit. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Exempts the credit from the Act's sunset provisions. In the Department of Commerce and Economic Opportunity Law, sets forth procedures and criteria for the certification of eligible community-organization projects. Limits the amount of donations for which a credit may be awarded to $10,000,000 per year. Requires the Department to establish and maintain a grant program for community-organization projects. Effective immediately.
Amends the Illinois Finance Authority Act. Authorizes the Illinois Finance Authority to issue bonds and to guarantee loans to finance broadband projects in the State. Sets forth the powers of the Authority with respect to broadband financing. Sets forth requirements for State guarantees of broadband financing. Requires monetary transfers and continuing appropriations to funds of the Authority for broadband financing purposes. Provides that bonds for broadband financing may be moral obligations of the State. Provides that the exercise of powers of the Authority under these provisions is exempt from certain State taxation. Makes other changes. Effective immediately.
