Creates the Electrician Licensing Act. Contains only a short title provision.
Amends the Hospital Licensing Act. Requires the Hospital Licensing Board to submit annual (instead of periodic) reports relating to the effects that hospital staff membership and clinical privilege decisions based on economic factors have on access to care. Requires that physicians be provided an opportunity to inspect and copy credentialing and other information, and authorizes a physician to use such information in any proceeding concerning medical staff membership or clinical privileges.
Amends the Public Utilities Act. Makes a technical change regarding the Commerce Commission.
Amends the Workers' Compensation Act and the Workers' Occupational Diseases Act. Makes various changes and additions regarding: determination of charges for health care services provided to injured workers; processing of payments to health care providers; resolution of disputes concerning charges for health care services; submission of reports by the Industrial Commission concerning health care services; attorney's fees; reimbursement for expenses; nondisputed health care payments; disputed health care payments; reports; and other matters. Effective immediately.
Creates the Family Caregiver Act, to be administered by the Department on Aging, for the purpose of encouraging family members to provide care for their elderly family members. Requires the Department to contract with area agencies on aging and other appropriate agencies to provide family caregiver support services to the extent of available funding. Provides that the services include counseling, training, and respite care. Requires the Department to seek federal funding for a demonstration project using nursing homes. Also authorizes caregiver support services for grandparents who are primary caregivers for their grandchildren. Amends the Respite Program Act. Deletes references to abused adults and to functionally disabled or cognitively impaired adults (so that the Act applies to "frail or disabled" adults). Defines a "frail or disabled adult" as a person age 60 (instead of 55) or older and who either (i) suffers from Alzheimer's disease or a related disorder or (ii) is unable to attend to his or her daily needs without assistance or regular supervision. Deletes references to the Council on Aging. Makes other changes. Effective immediately.
Amends the Illinois Municipal Code. Authorizes a municipality carrying out a business district development or redevelopment plan to impose a tax on the retail sale of tangible personal property and the sale or charge for a sleeping room, not to exceed 1% of the selling price of the tangible personal property or the charge for the sleeping room and only to be imposed in 0.25% increments. Requires a municipality imposing these taxes to follow certain additional procedures in applying for designation as a business district and approval of a business district development or redevelopment plan. Requires that the revenue generated by the tax be deposited into the municipality's Business District Tax Allocation Fund. Authorizes a municipality to issue obligations in one or more series bearing interest at rates determined by the corporate authorities of the municipality by ordinance and secured by the Business District Tax Allocation Fund. Requires the ordinance (i) to pledge any amounts in and to be deposited into the Business District Tax Allocation Fund for the payment of business district costs and obligations and (ii) to contain certain recitals. Authorizes the public or private sale of the obligations and the issuance of obligations to refund previously issued obligations. Upon payment of all business district costs, requires all surplus funds to be deposited into the general corporate fund. Requires the corporate authorities of the municipality to adopt an ordinance immediately rescinding the tax when all business district costs and obligations have been paid. Effective immediately.
Amends the Department of Veterans Affairs Act. Requires the Department to reimburse veterans service organizations for services provided by veterans service officers in processing and adjudicating claims and other benefits for veterans and their spouses or other beneficiaries residing in Illinois. Requires reimbursement at the rate of $0.005 for each dollar of benefits obtained for veterans or their spouses or other beneficiaries. Effective immediately.
