DHS-CILA-AUTISTIC ADOLESCENTS

Amends the Community-Integrated Living Arrangements Licensure and Certification Act. Requires the Department of Human Services to implement a 3-year pilot project in Will County or southern Cook County for the operation of 2 CILA homes for adolescents diagnosed with autism. Effective July 1, 2006.

PHARMACY-DENY EMER CONTRACEPTN

Amends the Pharmacy Practice Act of 1987. Provides that a pharmacist licensed under the Act may, based on his or her personal, religious beliefs, refuse to fill a prescription for and to dispense emergency contraception. Amends the Health Care Right of Conscience Act. Adds the dispensation of prescribed medication to the list of activities included in the definition of "health care", adds pharmacist to the list of occupations included in the definition of "health care personnel", and adds pharmacy to the list of facilities included in the definition of "health care facility".

DCEO-TECH-BASED ECON DEV COUNC

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, subject to appropriation, the Department of Commerce and Economic Opportunity shall establish the Technology-Based Economic Development Council to help promote and develop technology-based business and industry in Illinois. Sets forth that the purposes of this Council are to: (i) provide leadership to technology-based business and industry in Illinois by defining goals and objectives for technology-based economic development and by identifying means of achieving these goals and objectives; (ii) gather and disseminate information on issues particular to technology-based economic development; (iii) facilitate innovative partnerships between public and private entities that promote the growth of technology-based business and industry in this State; (iv) streamline technology-based economic development revenue from private and public sources; and (v) enhance opportunities for technology-based business and industry in Illinois. Authorizes the Council to provide programs, events, organizational support, and other value added services that support the Council's purposes. Provides that the membership of the Council shall include: 2 representatives of the Department of Commerce and Economic Opportunity, appointed by the Department; 5 representatives of technology-based business and industry who are knowledgeable about issues particular to technology-based economic development and who represent diverse geographic areas of the State, appointed by the Governor; and 4 representatives of technology-based business and industry who are knowledgeble about issues particular to technology-based economic development, appointed by each of the 4 legislative leaders. Defines "technology-based business and industry" and "technology-based economic development".

CORRECTIONS - STAFFING LEVELS

Amends the Unified Code of Corrections. Requires the Department of Corrections to increase the number of full-time correctional officers at each adult correctional institution by 5%. Prohibits the Department from allowing the staff at an adult correctional institution to be more than 5% below the required level for more than 30 days. Directs the Department to reduce the inmate population at an institution if necessary to meet the required staffing level.

PROP TX-DUPLICATE TAX BILLS

Amends the Property Tax Code. Provides that the collector, upon approval by the county board, shall assess a fee of up to $5 for each duplicate tax bill provided to anyone (now, any mortgage lender) who is not the property owner of record. Effective immediately.

PROCUREMENT DISCLOSURES

Amends the Illinois Governmental Ethics Act. Requires that a special government agent file his or her statement of economic interests within 60 days after assuming responsibilities as a special government agent (now, within 30 days after making an ex parte communication). Amends the Illinois Procurement Code. Prohibits all State employees from obtaining State contracts (now, those earning more than 60% of the Governor's compensation). Requires that a waiver from the prohibition against obtaining State contracts must be filed within the earlier of 60 days after it is issued or when contract performance begins, and provides that the contract is voidable if the waiver is not filed within that period. Effective immediately.
