Amends the Illinois Finance Authority Act. Provides that all official acts of the Authority require the approval of a majority of the members then holding office (instead of 8 members). Provides that a majority of the members of the Authority holding office constitutes a quorum (instead of 8 members). Provides that the Authority may enter into agreements with respect to its bond payment obligations. Provides that any pledge of revenues or other moneys made by the Authority shall be binding from the time the pledge is made, and that revenues and other moneys pledged shall be held outside of the State treasury and shall be subject to certain liens. Provides that "clean coal and energy projects" includes new gasification facilities. Provides that moneys in the Fire Truck Revolving Loan Fund and the Ambulance Revolving Loan Fund may also be used to reimburse the Authority for reasonable expenses incurred in connection with administering the loan programs, including reimbursement for time spent by Authority staff. Makes other changes. Effective immediately.

Amends the Illinois Insurance Code and the Health Maintenance Organization Act. Requires coverage for a mammogram at the age and intervals considered medically necessary by the woman's health care provider for women under 40 years of age and having a family history of breast cancer, prior personal history of breast cancer, positive genetic testing, or other risk factors (now, only for women under 40 years of age and having a family history of breast cancer or other risk factors). Also requires coverage for a comprehensive ultrasound screening of an entire breast or breasts if a mammogram demonstrates heterogeneous or dense breast tissue based on the Breast Imaging Reporting and Data System established by the American College of Radiology or if the woman is believed to be at increased risk for breast cancer due to family history or prior personal history of breast cancer, positive genetic testing, or other indications as determined by a woman's health care provider. Effective immediately.
Amends the Community-Integrated Living Arrangements Licensure and Certification Act. Provides that, subject to appropriation, the Department of Children and Family Services shall implement a project in 3 separate geographical areas of the State for the operation of 3 CILA homes for adolescents diagnosed with autism. Requires that a single service provider operate all 3 homes and have on its staff a behavior therapist. Effective July 1, 2007.
Amends the School Code. In a Section concerning educational support personnel employees, provides that if the hours the employee works are reduced for certain reasons, then written notice must be given to the employee. Provides that if a reduction in hours is due to an unforeseen reduction in the student population, then the written notice must be mailed and given to the employee at least 5 days (instead of 30 days) before the hours are reduced. With respect to educational support personnel employees removed or dismissed for certain reasons, provides that if a school board has any vacancies for the following school term or within one calendar year from the beginning of the following school term, the positions thereby becoming available within a specific category of position shall be tendered to the employees who were removed or dismissed from that category or any other category of position (now, just from that category), so far as they are qualified to hold the positions. Effective immediately.
Amends the Children with Disabilities Article of the School Code. Provides that, in the development of the individualized education program for a student who has a disability on the autism spectrum, the IEP team shall consider and shall specifically address certain factors. Provides that consideration of these factors shall result in the clarification of a school district's responsibility to deliver appropriate educational services for children with disabilities on the autism spectrum, but shall not be construed to require or mandate any specific services. Effective January 1, 2008.
Amends the Illinois Vehicle Code. Provides for the issuance of Iraq Campaign and Afghanistan Campaign license plates, respectively, to persons who have earned the Iraq Campaign Medal or the Afghanistan Campaign Medal from the U.S. Armed Forces. Provides that the applicant shall pay an additional fee of $15 for original issuance of the plates, to be deposited into the Secretary of State Special License Plate Fund. Effective immediately.
Amends the Environmental Protection Act. Provides that a site or the portion of a site that stores non-putruscible solid waste in containers for 10 calendar days or less for temporary storage and consolidation provided such waste is further transferred to a recycling, disposal, treatment, or storage facility on a non-contiguous site is not a "pollution control facility" under the Act.
