INC TX-GREENHOUSE DEDUCTION

Amends the Illinois Income Tax Act. Provides that, beginning with taxable years ending on or after December 31, 2013 and ending with taxable years ending on or before December 31, 2018, an amount equal to 50% of the amount of expenses incurred by the taxpayer during a taxable year for the construction of a greenhouse or rehabilitation of a current facility to be used for greenhouse purposes may be deducted from the taxpayer's adjusted gross income. Provides that the taxpayer may elect to deduct 25% of the amount of these expenses in the taxable year in which they were incurred and to deduct the remaining 25% of the amount of these expenses in the next taxable year.

GRANDPARENT CUSTODY ASSISTANCE

Amends the State Finance Act. Creates the Grandparents Custody Assistance Fund as a special fund in the State treasury. Provides that moneys in the Fund shall be paid as grants to public or private non-profit agencies that provide pro bono legal assistance to a grandparent or other first-degree relative seeking (i) custody of a child or (ii) to intervene in a custody dispute involving that child. Authorizes the Attorney General to manage the Fund. Defines "first-degree relative". Amends the Illinois Marriage and Dissolution of Marriage Act and the Clerks of Courts Act to provide for fines to be imposed when parties violate court orders relating to custody, visitation, or joint parenting, with certain exceptions. Provides for disposition of the fines.

USE/OCC TAX-PROPANE

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Reduces the rate of tax on propane to 1.25%. Makes changes concerning the distribution of the proceeds of the tax imposed on propane. Effective immediately.

CANNABIS PILOT PGRM-TAXES

Amends the Compassionate Use of Medical Cannabis Pilot Program Act. Imposes (1) an additional tax upon the privilege of cultivating medical cannabis at the rate of 50% of the sales price per ounce, (2) a tax upon the privilege of dispensing medical cannabis at a rate of 25% of the sales price per ounce, and (3) a tax upon the privilege of using medical cannabis at a rate of 15% of the sales price per ounce. Provides that proceeds from the taxes shall be deposited into the General Revenue Fund and specifies the manner in which the proceeds shall be used.

PUB AID-SNAP-PROHIBITED FOODS

Amends the Illinois Public Aid Code. Provides that the Secretary of Human Services shall seek a waiver from the United States Department of Agriculture to allow the State to specify certain foods that may and may not be purchased in Illinois with the benefits funded by the federal Supplemental Nutrition Assistance Program (SNAP; formerly known as the Food Stamp program), including a general ban on the use of SNAP benefits to purchase foods of minimal nutritional value such as carbonated soft drinks, snack cakes, candies, chewing gum, flavored ice bars, and fried, high-fat chips.

JOB RENEWAL ZONES

Creates the Employ Illinois Job Renewal Act. Requires the Department of Commerce and Economic Opportunity to develop application procedures to certify certain areas in the State as Job Renewal Zones. Sets forth the qualifications for certification as a Job Renewal Zone. Sets forth tax incentives for businesses located inside Job Renewal Zones. Requires the Department to certify all Job Renewal Zones by July 1, 2014 and provides that all zones expire on June 30, 2025. Requires the Department to report to the General Assembly and Governor no later than January 1, 2024 concerning the program. Effective immediately.

EPA-LUST-NO SWEEPS

Amends the Environmental Protection Act. Provides that the Underground Storage Tank Fund is not subject to sweeps, administrative charges, or charge-backs when any owner or operator is awaiting payment from the Fund. Effective immediately.

CHILD SEX OFFENDER-TAXI; LIMO

Amends the Criminal Code of 2012. Provides that it is a Class 4 felony for a child sex offender to knowingly operate, whether authorized to do so or not, a taxicab or limousine.
