Amends the Local Government Energy Conservation Act, the School Code, the Public University Energy Conservation Act, and the Public Community College Act. Defines "energy conservation measure" to include energy conservation measures that reduce energy consumption or reduce operating costs, including future labor costs, future costs for contracted services, and related capital expenditures. Defines "related capital expenditures". Provides that a unit of local government, public university, or public community college district may enter into a guaranteed energy savings contract if it finds that the amount it would spend on the energy conservation measures recommended in the proposal would not exceed the amount to be saved in either energy costs or operational costs, or both, within a 20-year period (now, a 10-year period) from the date of installation, if the recommendations in the proposal are followed. Makes corresponding changes. For purposes of the Local Government Energy Conservation Act, defines "unit of local government" to include park districts. Effective immediately.

Amends the Toll Highway Act. Makes a technical change in a definitions Section.
Amends the Counties Code. Provides that in all counties (instead of counties that do not have a jury commission) the coroner may (now, the coroner shall) summon 8 persons to present themselves to serve as jurors for inquests in cases involving apparent suicide, homicide, accidental death, or other cases, within the discretion of the coroner, and the coroner shall select 6 persons to serve as jurors.
Amends the Attorney General Act. Makes a technical change in the Section concerning the short title of the Act.

Amends the Unified Code of Corrections. Provides that the county board of any county, by resolution, may require any person convicted of, or found delinquent for, certain offenses or institutionalized as sexually dangerous or committed as a sexually violent person who is required to submit specimens of blood, saliva, or tissue to the Illinois Department of State Police for analysis and categorization into genetic marker grouping to pay a reasonable fee for collection of the specimens. Provides that the fee shall be in addition to any other disposition, penalty, or fine imposed and shall be in addition to the analysis fee. Provides that any fee authorized by the county board shall be transmitted by the circuit clerk to the county treasurer for deposit into the county corporate fund and shall be used for the purposes authorized by the county board.
Amends the Ticket Scalping Act. Makes a technical change in a Section concerning service charges.
Creates the Disposition of Remains Act. Lists, in order of priority, those persons who have the right to control the disposition, including cremation, of the decedent's remains and who are liable for the costs of disposition, unless the decedent has left written directions for the disposition of his or her remains as provided in the listed Section of the Act or in the Crematory Regulation Act. Provides a form for the appointment of an agent to control the disposition of remains. Provides that a person may provide written directions for the disposition, including cremation, of the person's remains in a will, a prepaid funeral, burial, or cremation contract, or in a written instrument signed by the person and notarized. Amends the Crematory Regulation Act to repeal the Section concerning the priority list for authorizing agents for the cremation of remains.
Amends the Drug Court Treatment Act. Provides that the Administrative Office of the Illinois Courts shall conduct education seminars for judges throughout the State on how to operate drug court programs with a specific emphasis on cases involving the illegal possession of methamphetamine. Effective July 1, 2005.
