Amends the Election Code. Prohibits county clerks and members of boards of election commissioners from making public endorsements of candidates and public questions when the candidates' names and the questions appear on ballots solely of political subdivisions within their election jurisdiction. Effective immediately.
Amends the IMRF Article of the Illinois Pension Code. Provides that an elected or appointed coroner may elect to participate in the Fund as a sheriff's law enforcement employee (SLEP). Allows conversion of prior service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Humane Care for Animals Act. Provides that it shall be unlawful for any person to willfully (instead of willfully and maliciously) taunt, torment, tease, beat, strike, torture, mutilate, injure, disable, poison, kill, or administer or subject any desensitizing drugs, chemicals, or substance to police animals, service animals, accelerant detection dogs, or search and rescue dogs.
Amends the Criminal Code of 1961. In the offense of intentional homicide of an unborn child, eliminates the requirement that the defendant knew that the woman was pregnant.
Amends the Election Code. With respect to objector's petitions, requires that (i) 2 copies (now, one copy) must be filed with the petition, (ii) the petition shall not be accepted for filing without the 2 copies, and (iii) challenges to signatures must include recapitulation sheets that refer to the page and line numbers of the signatures. Permits an electoral board to examine a randomly selected sample of the signatures. Makes other changes.
Amends the Workers' Compensation Act. Provides that an employee may overcome the rebuttable presumption that intoxication was the proximate cause of an injury by the preponderance of admissible evidence that intoxication was not the proximate course (rather than the sole proximate cause or proximate cause) of the accidental injuries.
Amends the Illinois Funeral or Burial Funds Act. Sets forth (i) additional disclosures and requirements for pre-need contracts, (ii) certain specified requirements for the solicitation of pre-need funeral consumers under the Act, and (iii) additional requirements concerning recordkeeping by the licensee. Makes other changes. Amends the Illinois Pre-Need Cemetery Sales Act. Sets forth (i) certain specified requirements for the solicitation of pre-need consumers under the Act and (ii) additional disclosures and requirements for pre-need contracts.
Creates the Psychotropic Substances Suicide Risk Task Force within the Department of Public Health.
Amends the Illinois Pension Code. For a period of 6 months, allows a police officer to transfer up to 10 years of creditable service in either direction between a downstate police pension fund and the State Universities Retirement System. Applies only to service as a police officer. Requires payment by the police officer of the difference between the amount of contributions transferred and the true cost of allowing the creditable service to be established. Authorizes reinstatement of transferable credits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately
Amends the Election Code. Provides that each election precinct shall contain 1,200 voters (now, 500 voters in counties, 600 voters in a municipality with a board of election commissioners and fewer than 500,000 inhabitants, or 400 voters in a municipality with a board of election commissioners and more than 500,000 inhabitants). Provides that, in a city with fewer than 500,000 inhabitants, if any election precinct casts more than 1,500 votes (now, 800 votes) at 2 consecutive general elections, the state's attorney shall apply to the Circuit Court to compel the board to divide the precinct. Provides that, in a city with more than 500,000 inhabitants, if any election precinct casts more than 1,200 votes (now, 600 votes) at 2 consecutive general elections, the state's attorney shall apply to the Circuit Court to compel the board to divide the precinct. Effective July 1, 2012.
