Amends the Mortgage Escrow Account Act. Makes a technical change in a Section concerning the Act's short title.

Amends the Residential Mortgage License Act of 1987. Provides that persons exempt from licensure as a federally chartered savings bank registered with the Nationwide Mortgage Licensing System and Registry may apply for an exempt company registration for the purpose of sponsoring one or more individuals subject to the mortgage loan originator licensing requirements of the Act. Establishes requirements for exempt company registration and denial, suspension, or revocation of the registration. Effective immediately.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Sets forth the General Assembly's findings and declarations concerning sudden, unexpected death in epilepsy (SUDEP). Provides that the Department shall establish a SUDEP awareness program to educate medical examiners, examining physicians, and coroners in this State about SUDEP. Provides that all autopsies conducted in this State shall include an inquiry to determine whether the death was a direct result of a seizure or epilepsy. Provides that if a medical examiner's, examining physician's, or coroner's findings in an autopsy are consistent with the definition of known or suspected SUDEP, then the medical examiner, examining physician, or coroner shall take certain action.

Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Illinois Nurses license plates. Creates the Illinois Nurses Foundation Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $35 for original issuance of the plates, of which $20 shall be deposited into the Illinois Nurses Foundation Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $22 shall be charged for each renewal, of which $20 shall be deposited into the Illinois Nurses Foundation Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Illinois Nurses Foundation Fund shall be paid as grants to the Illinois Nurses Foundation, to promote the health of the public by advancing the nursing profession in Illinois.

Congratulates Monsignor Doug Hennessy on his retirement from Holy Trinity Catholic Church in Bloomington.

Directs the Auditor General to conduct a management audit of the Illinois Law Enforcement Training and Standards Board's uses of moneys appropriated from the Death Certificate Surcharge Fund during Fiscal Years 2010, 2011, 2012, and 2013.

Congratulates Al Bowman on the occasion of his retirement as President of Illinois State University.

Mourns the death of Christopher "Chris" R. Brown of Hudson.

Congratulates Randall D. McKinley on the occasion of his retirement as Police Chief of the Bloomington Police Department.

Amends the Election Code. Provides that contributions made through dues, levies, or similar assessments paid by any natural person, corporation, labor organization, or association in a calendar year may not exceed $500 (now, may not exceed the limits set forth in the Section). Provides that a political action committee facilitating the delivery of contributions or receiving contributions shall disclose the amount of contributions made through dues (now, the amount of dues delivered or received).
