Requests that the Attorney General conduct a thorough investigation of the Request for Proposals (RFP) process used by the Department of Central Management Services to select managed care organizations to participate in the State's Group Health Insurance program.

Creates the Gubernatorial End of Term Employment Act. Provides that any employee of the executive branch under the control of the Governor who is hired, promoted, or granted any form of protected employment status during the final 6 months of a Governor's term of office may be discharged or demoted or may be removed from protected employment status, all without cause, by the succeeding Governor within the first 60 days of that succeeding Governor's term of office. Contains provisions concerning applicability. Provides that neither the State nor any officer or employee of the State has any liability whatsoever to an employee who is sanctioned under this Act.
Amends the Unified Code of Corrections. Provides that a person convicted of a third or subsequent violation for driving under the influence of alcohol, other drug or drugs, or intoxicating compound or compounds, or any combination thereof shall receive no more than 4.5 days of good conduct credit for each month of his or her sentence of imprisonment. Effective July 1, 2005.
Amends the Illinois Income Tax Act. Allows an income tax credit in an amount equal to 15% of the premium costs paid for a qualified long term care insurance contract covering the individual taxpayer or the taxpayer's spouse, parent, or dependent. Provides that the credit may not exceed $200 or the taxpayer's liability, whichever is less. Prohibits the carry forward of an excess tax credit to a succeeding year's tax liability. Exempts the credit from the sunset provisions. Effective January 1, 2004.
Amends the Citizens Utility Board Act. Makes a technical change in a Section concerning qualifications of the executive director.
Amends the Illinois Public Aid Code. Provides that the Department of Human Services shall (i) conduct an annual market rate survey based on the cost of child care and other relevant factors and (ii) increase the reimbursement rate paid to providers of child care services under the TANF program to not less than 70% of the market rate as determined by the survey. Deletes a provision for a similar survey to be completed by July 1, 1998. Effective immediately.
Amends the Illinois Procurement Code. With respect to the preference for resident bidders, provides that the purchasing agency may consider the bidder's resident status when the agency is acting as a market participant and not as a market regulator under the commerce clause of the U.S. Constitution. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Board of Higher Education for a study on the effect of gambling on families.
Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act. Provides that organization licensees and owners licensees that use a system to track bettors for the purpose of granting rewards to those bettors must transmit a monthly statement to those bettors showing their net winnings or losses for the previous month. Failure of a licensee to transmit a statement is a Class B misdemeanor. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Sunsets the exemptions concerning motor vehicles of the second division with a gross weight in excess of 8,000 pounds on June 30, 2004. Amends the Illinois Income Tax Act. Provides that the transportation employee credit no longer applies for taxable years beginning on or after January 1, 2005. Amends the Illinois Vehicle Code. Provides that, after June 30, 2004, vehicles of the second division weighing more than 8,000 pounds do not have to pay a commercial distribution fee in addition to a weight tax. Effective immediately.
