Creates the Crime Stoppers Program Act. Provides for the certification of Crime Stoppers Programs by the Illinois State Crime Stoppers Association. Provides that a person or agency that is not a certified Crime Stoppers program may not use the name "Crime Stoppers". Provides that the Attorney General may enforce this provision through injunctive or other appropriate relief. Amends the Code of Civil Procedure. Provides that the identity of a person who submits information of a criminal act to a Crime Stoppers program is privileged information and may not be disclosed in any judicial or administrative proceeding. Provides that telephone records of a Crime Stoppers program are privileged information and are not subject to disclosure by subpoena or other means.

Amends the Illinois Income Tax Act. Provides that, beginning with taxable years ending on or after December 31, 2003 and ending with taxable years ending before December 31, 2008, a taxpayer is entitled to an income tax credit in an amount equal to the amount paid in the taxable year by the taxpayer for taxes assessed on natural gas bills. Allows the credit to be carried forward for 2 years.
Amends the Illinois Marriage and Dissolution of Marriage Act. Provides for grandparent, great-grandparent, and sibling visitation. Establishes who may file a petition for visitation. Creates a rebuttable presumption that a fit parent's actions and decisions regarding grandparent, great-grandparent, or sibling visitation are in the child's best interests. Provides that, after the court overcomes the rebuttable presumption, the court shall then determine whether visitation would be in the best interest of the child. Lists factors that may be considered in determining the best interests of the child. Effective immediately.
Amends the Unified Code of Corrections. Provides that the Department of Corrections may not let bids to private contractors for food services or dietary services performed by Department employees or persons committed to the Department. Effective July 1, 2004.
Amends the general homestead exemption provisions in the Property Tax Code. Provides that, for taxable years 2007 and thereafter, the maximum amount to be reduced from the assessed value of the property is $4,500 in all counties (now, $4,500 in counties with 3,000,000 or more inhabitants and $3,500 in all other counties).
Requires the Board of Trustees of the University of Illinois to convey to Gene Michael Vanderport, of Vermilion County, in exchange for fair market value, certain real property located in Vermilion County. Provides that the provisions of this Act of the 93rd General Assembly are judicially enforceable and that the State Property Control Act does not apply to the transfer of the described property. Amends the State Property Control Act to exclude the described property from the definition of "property". Effective immediately.
Amends the Motor Fuel Tax Law. Provides that, beginning on January 1, 2005, revenues from the tax that are transferred to the Department of Transportation for distribution shall be distributed as follows: (i) 49.10% (same now) to the municipalities of the State; (ii) 15.15% (now, 16.74%) to the counties of the State having 1,000,000 or more inhabitants; (iii) 18.27% (same now) to the counties of the State having less than 1,000,000 inhabitants; and (iv) 17.48% (now, 15.89%) to the road districts of the State. Effective January 1, 2005.
Amends the Property Tax Code. Provides that for all counties, except counties with 3,000,000 or more inhabitants, the maximum reduction from assessed value for the general homestead exemption shall be $4,500 for taxable years 2003 and thereafter (now, $3,500). Effective immediately.
Amends the Public Utilities Act. Provides that a public utility may not require a customer to make a deposit with the utility on the basis that the customer has paid a bill late unless the payment is made more than 60 days after the bill is sent to the customer or unless the customer's wires, meters, pipes, or other service equipment have been tampered with and the customer has received the benefit of the tampering.
Amends the Public Community College Act. Adds contracts for goods or services procured through an intrastate or interstate governmental agency consortium as an exception to the requirement that contracts for the purchase of supplies, materials, or work involving an expenditure in excess of $10,000 must be awarded to the lowest responsible bidder.
