ST GOVT-AIRCRAFT SALE & TRAVEL

Amends the State Officials and Employees Ethics Act and the State Property Control Act. Requires the Executive Ethics Commission to adopt rules for the use of and travel on State aircraft that supersede any such rules applicable to the executive branch of State government adopted by the State's various travel control boards or the Travel Regulation Council. Provides that 3 executive aircraft and 2 helicopters owned by the State and not designated for emergency use are surplus property and must be sold by a competitive sealed bid method (now, a transferable airplane may be disposed of only if (i) it is no longer needed, (ii) it will not be used as a trade-in, and (iii) a public university or college offering aviation-related instruction or training has not listed its need for an airplane). Requires that the sale proceeds be deposited into the General Revenue Fund. Effective immediately.

ICC-OPEN MEETINGS

Amends the Open Meetings Act and the Public Utilities Act to provide that, for the purposes of the Illinois Commerce Commission only, "meeting" includes any gathering, whether in person or by video or audio conference, telephone call, electronic means (such as, without limitation, electronic mail, electronic chat, and instant messaging), or other means of contemporaneous interactive communication, of one or more members of the Illinois Commerce Commission and a representative of a public utility held for the purpose of discussing public business. Further amends the Public Utilities Act to require that the Attorney General and any interested consumer organizations, upon request, must be given the opportunity to present oral arguments on the propriety of any proposed rate or other charge, classification, contract, practice, rule, or regulation at a hearing on the matter.

ELECTIONS-ST BOARD MEMBERS

Amends the Election Code. Adds 3 members to the State Board of Elections, to be appointed from political parties other than the 2 parties whose gubernatorial nominees received the highest and second highest number of votes in the most recent general election. Effective immediately.

FIRE DIST-PUBLISH ORDINANCE

Amends the Fire Protection District Act. Deletes the requirement that a fire protection district publish in a specified newspaper or post copies of all ordinances making any appropriation. Provides that ordinances making appropriations shall take effect from and after their passage (now, 10 days after the ordinance is published or posted). Effective immediately.

MUNI CD-HOME RULE ROTA-SALES

Amends the Illinois Municipal Code. Provides that, for the purpose of imposing a home rule or non-home rule municipal retailers' occupation tax, if a purchase order is received at a retailer's branch location within a municipality, and delivery is made to the consumer within that municipality, then that municipality's tax applies regardless of whether or not the retailer has a primary place of business located in another municipality. Effective immediately.

COMP REVIEW-NO FY10 COLA

Amends the Compensation Review Act. Prohibits any increase in compensation based on a cost of living adjustment, as authorized by Senate Joint Resolution 192 of the 86th General Assembly, for or during the fiscal year beginning July 1, 2009. Effective immediately.

DANVILLE RIVERBOAT

Amends the Riverboat Gambling Act. Provides that the Board may issue one additional owners license subject to a competitive bidding process pursuant to a minimum bid of $60,000,000 that authorizes the conduct of gambling in a municipality with a population of less than 50,000; however, the licensee must not conduct gambling pursuant to this license within 50 miles from a licensed riverboat in operation on the effective date of the amendatory Act. Provides that, in granting the new owners license, the Illinois Gaming Board must give favorable consideration to economically depressed areas of the State, to applicants presenting plans that provide for significant economic development over a large geographic area, and to applicants who currently operate non-gambling riverboats in Illinois (for other licenses, the Board may give favorable consideration to these things). Effective immediately.

DIV PROBATION SERVICES-GOV

Amends the Correctional Budget and Impact Note Act, the Juvenile Court Act of 1987, the Pretrial Services Act, the Unified Code of Corrections, and the Probation and Probation Officers Act. Provides that the Division of Probation Services is established as an independent agency headed by a Director appointed by the Governor (rather than as a Division of the Illinois Supreme Court). Contains transition provisions. Effective immediately.
