Amends the Illinois Parentage Act of 1984. Provides that a judgment entered under the Act shall contain or explicitly reserve provisions concerning custody or guardianship and visitation. Provides that a court may grant leave to a party having custody of a minor child to remove the child from Illinois under the standards contained in the Illinois Marriage and Dissolution of Marriage Act. Provides that the Illinois Marriage and Dissolution of Marriage Act shall apply to matters concerning the removal of a child from Illinois. Provides that a parent without custody of a child is entitled to reasonable visitation unless the court finds that visitation would endanger seriously the child's physical, mental, moral, or emotional health. Makes other changes.

Amends the Board of Higher Education Act. Provides that a public university in this State, chosen by the Board of Higher Education, shall conduct a study tracking the effect of gambling on Illinois families. Requires the university to report its findings to the General Assembly on or before January 1, 2006. Effective immediately.
Amends the Election Code. Authorizes local election authorities to establish programs in which Illinois college students may serve as election judges in precincts where they are not entitled to vote. Effective immediately.
Requests that the Teamsters and AFSCME relinquish any COLA and/or pay raise for FY04 in order to eliminate the current budget crisis.
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning reimbursement for a Board member's expenses.
Amends the Property Tax Code. Provides that if a member of a reserve component of the armed forces of the United States who has an ownership interest in property taxed under the Code is called to active duty for deployment outside the continental United States and is on active duty on the due date of any installment of taxes due under the Code, he or she shall not be deemed delinquent in the payment of the installment and no interest shall accrue or be charged as a penalty on the installment until 180 (now, 30) days after that member returns from active duty. Effective immediately.
Amends the Compensation Review Act. Extends, through FY04, the prohibition on State officials and others receiving an increase in compensation based on a cost of living adjustment. Excludes judges from the prohibition. Effective immediately.
Amends the Public Community College Act. Increases the dollar amounts of the thresholds under which certain contracts may be awarded without competitive bidding.
Amends the "guardians for disabled adults" Article of the Probate Act. Provides for entry of a temporary restraining order or preliminary injunction in order to prevent an alleged disabled person's dissipation of his or her assets. Such an order or injunction may remain in effect only until the first hearing on the petition for adjudication of disability and for the appointment of a guardian.
Disapproves the 2004 report of the Compensation Review Board.
