Proposes to amend the Bill of Rights Article of the Illinois Constitution concerning bail. Provides that a domestic battery offense that results in death to a victim of the offense is not bailable. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

Proposes to amend Section 1 of Article X of the Illinois Constitution. Provides that a fundamental right (instead of goal) of the People of the State is the educational development of all persons to the limits of their capacities. Provides that it is the paramount duty of the State to provide for a thorough and efficient system of high quality public education institutions and services and to guarantee equality of educational opportunity as a fundamental right of each citizen (instead of requiring the State to provide for an efficient system of high quality public education institutions and services). Provides that the State has the preponderant financial responsibility (instead of the primary responsibility) for financing the system of public education. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
Amends the Illinois Vehicle Code. Provides that certain large vehicles have access from any designated (rather than any State designated) highway onto any state, county, township, or municipal highway for the necessary distance (rather than for 5 highway miles) for purposes of loading or unloading if specified conditions are met. Provides that these vehicles have access from any designated (rather than any State designated) highway onto any State, county, or township highway for the necessary distance (rather than for 5 highway miles) for the purpose of food, fuel, repairs, and rest if specified conditions are met. Provides that certain large vehicles have access from any designated (rather than any State designated) highway onto any non-designated highway for the necessary distance (rather than for 5 highway miles) for purposes of loading or unloading or for purposes of food, fuel, repairs, and rest.

Amends the Meat and Poultry Inspection Act. Exempts from the Act caterers that serve consumers directly or deliver to consumers or facilities licensed by local and county health departments, with respect to processed foods that are approved by the USDA, and that do not process any raw meats. Effective immediately.
