SEX OFFENDER-NEIGHBOR NOTICE

Amends the Sex Offender and Child Murderer Community Notification Law. Provides that the Department of State Police at least once per year and at such other periods of time as the Director of State Police deems appropriate shall send a letter to each residence address located within a neighborhood informing the resident that a sex offender or sex offenders reside within the neighborhood. Provides that the notification shall contain the number of sex offenders residing within the neighborhood but shall not include the names and addresses of the sex offenders. Provides that the notification shall also inform the resident that he or she may obtain information about sex offenders residing in his or her neighborhood by accessing information contained in the Statewide Sex Offender Database on the Internet by means of a hyperlink labeled "Sex Offender Information" on the Department of State Police's World Wide Web home page. Provides that the Director of State Police shall adopt rules determining which geographic areas constitute a neighborhood.

INC TX-FUEL EFFICIENT CARS

Amends the Illinois Income Tax Act. For tax years ending on or after December 31, 2007 through tax years ending on or before December 30, 2008, creates a $500 income tax credit for each taxpayer who purchases, at retail during the tax year, a hybrid vehicle or a flexible fuel vehicle. Provides that the credit does not apply to any motor vehicle that was modified to be a hybrid vehicle or alternate fuel vehicle at any time after the vehicle was originally manufactured. Provides that the credit may not be carried forward or back, and may not reduce the taxpayer's liability to less than zero.

ELECTION CD-PRIMARIES

Amends the Election Code to eliminate the requirement that a voter declare party affiliation when voting at a primary election. Provides that the voter shall receive the primary ballot of each of the established political parties nominating candidates for office at the primary election, but may cast a ballot of only one political party, except in certain cases involving statewide political parties and political parties established only within a political subdivision.

MOTOR FUEL TAX HOLIDAY

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning 7 days after the effective date of this Act and continuing through October 20, 2006, with respect to motor fuel and gasohol the tax under the Acts is imposed at the rate of 1.25% (now, 6.25%). Effective immediately.

VEH CD-VEHICLE RELOCATORS

Amends the Illinois Vehicle Code and makes a corresponding change in the Labor and Storage Lien (Small Amount) Act. Provides that vehicles that are towed or relocated at the request of the owner or operator (as well as those towed or relocated because they are abandoned, lost, stolen, or unclaimed) are subject to a lien under the Labor and Storage Lien (Small Amount) Act. Provides that the provisions of that Act regarding the maximum amount of the lien do not apply to liens covered by the Vehicle Code provision. Provides that with certain enumerated exceptions, personal property in a vehicle subject to a lien under the Code provision is also subject to that lien. Limits the amounts of liens under the provision. Provides that the Illinois Commerce Commission shall set reasonable rates for the use of a credit card by a person whose vehicle has been towed by a commercial vehicle relocator. Deletes language providing that a commercial vehicle relocator may not charge the owner or operator of a relocated vehicle an additional fee for use of a credit card. Provides that it is a violation of the Code for a commercial vehicle relocator in a county with a population of more than 2,000,000 to fail to make relocated vehicles available to their owners or operators 24 hours per day, 7 days per week, and 52 weeks per year. Provides for expedited transfer of a vehicle relocator's license under specified conditions, in specified circumstances. Repeals a provision providing that a relocator's license is not transferable. Effective immediately.

USE & OCC TX-MOTOR FUEL

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning on July 1, 2006, each month the Department shall pay into the Road Fund 40% of the net revenue realized under the Acts for the preceding month from the 6.25% rate on the selling price of motor fuel and gasohol.

USE & OCC TX-PET MEDICAL SUPP

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides for tax exemptions, on and after July 1, 2005 and through June 30, 2010, under the Acts for medical supplies and prescription medications used for the purposes of spaying or neutering cats and dogs or for the related aftercare. Effective immediately.
