Amends the Motor Fuel Tax Law. Provides that taxes are not imposed under the Act for the 30-day period beginning on the 7th day after the effective date of this amendatory Act. Effective immediately.

Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. In the provisions restricting the return to employment after receiving early retirement benefits, excludes elective office. Effective immediately.
Amends the Public Community College Act. Makes a technical change in a Section concerning the Illinois Community College Board.
Amends the State Finance Act. Excludes moneys received by the Department of Financial and Professional Regulation under the Illinois Credit Union Act from those moneys required to be deposited into the Financial Institution Fund. Makes certain provisions concerning transfers to the General Revenue Fund inapplicable to (i) any fund established under the Illinois Credit Union Act, the Illinois Banking Act, the Illinois Savings and Loan Act of 1985, or the Savings Bank Act and (ii) the Professions Indirect Cost Fund. Limits transfers and expenditures from those funds to specified purposes. Prohibits the allocation or transfer of additional amounts generated by certain fee increases with respect to or from the Credit Union Fund. Amends the Illinois Banking Act, the Illinois Savings and Loan Act of 1985, and the Savings Bank Act. With respect to the moneys in each of the Bank and Trust Company Fund, the Savings and Residential Finance Regulatory Fund, and the Credit Union Fund, (i) exempts those moneys from assignment or transfer except for unappropriated administrative expenses and (ii) provides that the moneys remain the property of and must be held in trust for the financial institutions from which they were collected. For FY08, requires the Commissioner of Banks and Real Estate (now, the Director of the Division of Banks and Real Estate) to adopt rules to adjust regulatory fee rates in the specified manner. Amends the Illinois Credit Union Act. Provides that the regulatory fee paid by a credit union to the Department of Financial and Professional Regulation shall be the lesser of (i) the rate pursuant to the regulatory fee schedule or (ii) a rate established in a manner proportionately consistent with the rates in the regulatory fee schedule and that would fund the actual administrative and operational expenses of the Credit Union Section. Increases rates in the regulatory fee schedule for credit unions with total assets over $5,000,000. Requires the Director of Financial and Professional Regulation to adjust the fee schedule for the next fiscal year. Provides that the fee schedule may be increased by no more than 5% annually if necessary to defray the actual (now, estimated) administrative and operational expenses of the Credit Union Section (now, the Department). Prohibits any increase in the fee schedule if the amount remaining in the Credit Union Fund at the end of the fiscal year is equal to or greater than 25% of the actual administrative and operational expenses for the preceding fiscal year. Requires the Director to base the regulatory fee for the next fiscal year on the credit union's total assets as of December 31 of the preceding calendar year. Beginning on July 1, 2005, requires a credit union to pay the regulatory fee in quarterly installments due and payable on the due date for the call report for the preceding quarter (now, a credit union is required to pay the regulatory fee in full no later than March 1 of each calendar year). Provides for a regulatory fee cap of $125,000 (now, $187,500). Effective immediately.
Continues the Animal Control Task Force created by House Resolution 866 of the 94th General Assembly and requires the Task Force to report its findings no later than June 30, 2007 (was January 1, 2007).
Amends the Illinois Vehicle Code and the Unified Code of Corrections. Provides that a person convicted of driving an uninsured motor vehicle, in addition to any other penalty imposed, shall have his or her driving privileges suspended for 90 days and until he or she has paid a reinstatement fee of $100. Provides that, if a person is convicted of driving an uninsured vehicle while his or her driving privileges are suspended for a similar violation, his or her driving privileges shall be suspended for an additional 180 days and until he or she pays the reinstatement fee.
Amends the State Property Control Act. Requires that State owned motor vehicles bear identifying State and agency decals. Requires the Joint Committee on Administrative Rules to establish exemptions for security purposes. Requires the Department of Central Management Services to maintain as a public record a list of exempt vehicles by license plate number.
Amends the Pyrotechnic Operator Licensing Act. Makes a technical change in a Section concerning the licensure requirements and fees.
Creates the Vicious Dog Attack Victim Relief Fund Act. Provides that the Department of Public Health shall establish the Vicious Dog Attack Victim Relief Fund Program to reimburse victims and their families for medical bills, lost wages, and other damages resulting from serious physical injuries caused by a vicious dog attack. Sets forth certain conditions for the operation of the Program and the Vicious Dog Attack Victim Relief Fund. Amends the State Finance Act to create the Vicious Dog Attack Victim Relief Fund as a special fund in the State treasury. Amends the Animal Control Act. Provides that "dangerous" and "vicious" designations apply to all animals (now, only dogs may be deemed "dangerous" or "vicious"). Provides that an "owner" includes a person who knowingly permits an animal to remain on or about any premises occupied by that person. Provides that County Boards shall impose an individual dog registration fee and may impose an individual cat and ferret registration fee (now, shall impose animal and litter registration fee). Requires every owner of a dog, cat, or ferret 4 months or more of age to have that dog, cat, or ferret inoculated against rabies. Provides that any companion animal, which includes, but is not limited to, dogs, cats, ferrets, and horses, found running at large may be apprehended and impounded (now, limited to dogs). Requires the owner of a biting animal to remit to the Department of Public Health a $25 public safety fine within 30 days after notice for deposit into the Vicious Dog Attack Victim Relief Fund. Authorizes an administrative hearing officer to make a "vicious animal" determination. Provides that if an owned animal is found to be a "vicious animal", the owner shall be guilty of a Class 4 felony, pay a $500 fine to be deposited in the Animal Control Fund, and the court of administrative hearing officer shall order the animal subject to enclosure or euthanized. Requires any animal designated as "dangerous" to be under physical control by an adult 18 years of age or older whenever the animal is off of the premises of its owner. Requires owners of dangerous animals that relocate to notify both the Administrator of the County Animal Control where he or she has relocated to and the Administrator of the County Animal Control where he or she formerly resided. Requires all animal control facilities in the State to report certain information. Provides that if the owner of a dangerous animal knowingly fails to comply with any order regarding the animal and the animal inflicts physical injury or serious physical injury on a person or companion animal, the owner shall be guilty of a Class 4 felony. Provides that if the owner of a dangerous animal fails to comply with any order regarding the animal and the animal kills a person or contributes to the death of a person the owner shall be guilty of a Class 3 felony. Makes other changes. Effective immediately.
Creates the Carnival Worker Registration Act. Requires carnival workers, except temporary carnival workers, who work during those hours in which the carnival is open to the public to obtain a Carnival Worker Identification Card from the Department of State Police. Sets forth rules and procedures for obtaining an identification card. Provides that an application for an identification card shall be denied if the applicant (i) has ever been convicted of any sex offense, (ii) is a registered sex offender, or (iii) has ever been convicted of any homicide offense. Contains other carnival worker requirements. Provides that a carnival owner, upon the request of the fair board or the municipality or county within which the carnival is to be set up, run, operated, or conducted, must provide copies of all Carnival Worker Identification Cards for carnival employees who will work at the site. Amends the Illinois Municipal Code to make a corresponding change. Effective immediately.
