CRIME VIC YEAR POST INDICT

Amends the Crime Victims Compensation Act. Provides an alternative time for filing a claim: that a crime victim may file a claim within one year after the criminal indictment of a person for a crime upon which the claim is based (now, within 2 years of the crime).

TREAS-INVESTMENT TRANSPARENCY

Amends the State Treasurer Act. Requires the Treasurer to post information on his or her official website concerning the investment of public funds. Sets forth the required information. Does not require posting of information that is exempt from inspection and copying under the Freedom of Information Act.

CRIM CD-UNAUTHORIZED TAPING

Amends the Criminal Code of 1961. Provides that it is a Class 4 felony (rather than a Class A misdemeanor) for any person to knowingly make a video record or transmit live video of another person without that person's consent in a restroom, tanning bed, tanning salon, locker room, changing room, or hotel bedroom. Effective January 1, 2008.

METH PRECURSOR ACT-FAKE IDS

Amends the Methamphetamine Precursor Control Act. Provides that any person who, in order to acquire a targeted methamphetamine precursor, knowingly uses or provides the driver's license or government-issued identification of another person, who knowingly uses or provides a fictitious or unlawfully altered driver's license or government-issued identification, or who otherwise knowingly provides false information, is guilty of a Class 4 felony for a first offense, a Class 3 felony for a second offense, and a Class 2 felony for a third or subsequent offense. Defines "fictitious driver's license", "unlawfully altered driver's license", and "false information".

ST EMPLOYEE SUGGESTION AWARD

Amends the Open Meetings Act, the State Comptroller Act, and the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Allows Illinois residents to participate in the State Employees and Retirees Suggestion Award Program. Changes the program's name to the State Government Suggestion Award Program.

SEX OFFENDER-INTERNET IDENTITY

Amends the Sex Offender Registration Act. Provides that when a sex offender registers with the appropriate law enforcement agency, he or she shall provide the law enforcement agency with all e-mail addresses, instant messaging identities, chat room identities, and other Internet communications identities that the sex offender uses or plans to use, all Uniform Resource Locators (URLs) registered or used by the sex offender, and all blogs and other Internet sites maintained by the sex offender or to which the sex offender has uploaded any content or posted any messages or information. Amends the Sex Offender Community Notification Law. Provides for disclosure of such information to the public. Effective immediately.

PROP TX-OPEN SPACE VALUATION

Amends the Property Tax Code. Provides that if land is improved with a water-retention dam that is operated primarily for commercial purposes, that dam is not considered to be used for open space purposes despite the fact that any resulting man-made lake may be considered to be used for open space purposes.

TREAS-LINKED DEPOSITS

Amends the Deposit of State Moneys Act. Provides that the Treasurer may not create a linked deposit program unless he or she provides notice to the General Assembly, the Governor, and the Comptroller and prohibits the Treasurer from entering into any agreement with a financial institution concerning a linked deposit program if, within 30 days after the General Assembly next convenes after receiving the notice, either house of the General Assembly disapproves the program by the record vote of a majority of the members elected. Requires the Treasurer to provide notice to the General Assembly, the Governor, and the Comptroller of each linked deposit program that exists on the effective date of this amendatory Act and provides that, if, within 30 days after the General Assembly next convenes after receiving the notice, either house of the General Assembly disapproves the program by the record vote of a majority of the members elected, then the Treasurer must conclude the linked deposit program as soon as possible upon the expiration of any existing agreements concerning the program. Effective immediately.

DISTRACTED DRIVERS TASK FORCE

Creates the Distracted Drivers Task Force Act to study the problem of distracted driving in Illinois, with particular attention to the impact of recent communications technology, and requires the Task Force to report to the General Assembly no later than July 1, 2007.
