Amends the Illinois Income Tax Act. Creates a tax checkoff for the Crisis Nursery Fund. Amends the State Finance Act to create the Fund. Amends the Department of Human Services Act. Provides that, from appropriations to the Department of Human Services, the Department shall make grants to the Crisis Nursery Coalition of Illinois. Effective immediately.

Amends the Illinois Vehicle Code. Defines "regular gasoline" and "retail gasoline price". Provides that a municipality may, by ordinance, impose a $12 fuel surcharge upon any fine imposed for an offense against traffic regulations governing the movement of vehicles under the Illinois Vehicle Code if the offense is committed within the corporate limits of the municipality and the violator is arrested by the municipal police. Provides that a county may, by ordinance, impose a $12 fuel surcharge upon any fine imposed for an offense against traffic regulations governing the movement of vehicles under the Code if the offense is committed within the county and the violator is arrested by the county sheriff's department. Further provides that the arrest must be made during a week in which the retail gasoline price is $3 or more. Provides that a municipality or county must, by ordinance, create a special fund for the surcharge. Specifies that moneys in the fund must be used to operate and maintain the municipality's or county's law enforcement vehicles. Provides that the fuel surcharge does not apply to any offense committed on or after January 1, 2011. Effective immediately.
Repeals the Compensation Review Act. Effective immediately.
Amends the Property Tax Code. In a provision concerning tax exemptions for charitable purposes, sets forth requirements that a hospital must meet to be deemed to be actually and exclusively used for charitable purposes. Effective immediately.
Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Changes the definition of "mandatory transition period" to include the period from the effective date of the amendatory Act through January 1, 2008 for residents with all electric residential service offered in the service areas of all electric utilities that, on December 31, 2005, served at least 100,000 customers. Requires the Commission to order certain utilities to file and implement tariffs to reinstate all residential rates paid by the electric utilities' residential customers with all electric residences on December 31, 2006 within 10 days after the effective date of the amendatory Act. Prohibits the Commission from taking certain actions prior to 2008 with respect to (i) initiating, authorizing, or ordering any change by way of increase or (ii) in approving an application for a merger, imposing a condition requiring any filing for an increase, decrease, or change in or other review of a utility's rates or enforcing such a condition. Provides that the Commission shall only declare the class of service to be competitive according to certain criteria (now, the Commission is required to declare the service to be competitive if the service or a reasonably equivalent substitute is available at a reasonable price from other providers other than the utility or an affiliate and the utility has lost or is reasonably likely to lose business for service to other providers). Makes other changes. Effective immediately.
Urges the Governor, the Comptroller, the Governor's Office of Management and Budget, and the General Assembly to move with all deliberate speed to transfer $50,000,000 from the sales tax line item from sales taxes received on sales of motor fuel to a LIHEAP account and to arrange for the release of those moneys to certified community-based organizations.
Amends the Environmental Protection Act. In a Section defining "coal combustion by-product" (CCB), provides that coal combustion waste must be covered with 12 inches of soil, within 30 days after deposit of the coal combustion waste, before it may be considered as CCB. Provides that coal combustion waste may be used as CCB only if the structural fill is located no less than 500 feet from any residence and any well being used as a residential water source. Provides for the inspection of structural fill CCB projects by the Environmental Protection Agency. Provides that the Agency must adopt rules concerning the use of coal combustion waste and sets out requirements for those rules. Provides a cause of action for persons harmed by the violation of that provision.
Amends the Illinois Enterprise Zone Act. Makes a technical change in a Section concerning the short title.
Appropriates $15,000,000 from the General Revenue Fund to the Capital Development Board for grants for architectural and engineering studies and construction of a cooperative high school in Vermilion County involving Jamaica High School, Oakwood High School, and Catlin High School. Effective July 1, 2007.
