Amends the Fire Protection of Unprotected Area Act. Provides that all unprotected areas of unincorporated portions of a county (instead of a county of less than 500,000 inhabitants) shall be eligible for assignment by the State Fire Marshal of fire protection coverage from a fire protection jurisdiction. Changes "fire protection district" to "fire protection jurisdiction". Provides that a "fire protection jurisdiction" includes fire departments of any unit of local government. Adds that property owners of an unprotected area may request that the State Fire Marshal arrange for fire protection coverage for the unprotected area from specified fire protection jurisdictions. Makes other changes. Effective immediately.

Amends the Counties Code. Provides that, in counties under 3,000,000 population, a municipality is entitled to a $25 fee (now $10) for each conviction for a violation of the Illinois Vehicle Code or a municipal vehicle ordinance prosecuted by the municipal attorney. In counties of 3,000,000 or more population, a municipality is entitled to a $25 fee (now $10) for each conviction for a violation of the Illinois Vehicle Code or a municipal vehicle ordinance prosecuted by the municipal attorney. Effective immediately.
Amends the Elder Abuse and Neglect Act. Provides that a "mandated reporter" under the Act includes (i) any bank, savings and loan, or credit union officer, trustee, or employee and (ii) any ambulatory currency exchange or community currency exchange, as defined in the Currency Exchange Act, or an employee of such a currency exchange.
Amends the School Code. Removes a provision requiring a consumer education proficiency test to be administered that allows a pupil to be excused from the requirement that he or she have consumer education instruction. Effective July 1, 2010.
Amends the Illinois Food, Drug and Cosmetic Act and the Criminal Code of 1961 to include in the definition of "raw agricultural commodity", honey that is in the comb or that is removed from the comb and in an unadulterated condition. Further amends the Illinois Food, Drug and Cosmetic Act to provide that notwithstanding any other provision of the Act, the Department of Public Health may not regulate honey that is in the comb or that is removed from the comb and in an unadulterated condition. Provides that both forms of honey are exempt from the provisions of the Act. Amends the Sanitary Food Preparation Act. Sets forth a definition of "honey house". Provides that notwithstanding any other provision of the Act, the Department of Public Health may not regulate honey that is in the comb or that is removed from the comb and in an unadulterated condition. Provides that both forms of honey are exempt from the provisions of the Act. Provides that if a producer is engaged in the sale of honey at a local market and packs or sells less than 500 gallons of honey produced in this State per year, then the Department may not regulate or inspect the producer's honey house.
Amends the Civil Administrative Code of Illinois. Requires the Governor's appointees to the Advisory Board of Livestock Commissioners to, among other things, be interested in the well-being of domestic animals and poultry. Provides that the Governor's appointees to the Board shall serve for a term of 5 years. Requires the Illinois Department of Agriculture's rules pertaining to the well-being of domestic animals and poultry to be submitted to the Board for its approval. Requires the Director of Agriculture to call semiannual meetings of the Board and authorizes the Director to call additional meetings. Removes a provision that exempts the Department from seeking the Board's certification before adopting certain rules. Prohibits the representative of an ex-officio member from exercising the voting privileges of that member in his or her absence. Also makes technical changes. Effective immediately.
Amends the State Designations Act. Designates portraits of Illinois Governors displayed in the State Capitol as the official State portraits of the Governors of Illinois. Prohibits inclusion among those official portraits any image of a Governor who has been removed from office by impeachment and conviction.
Creates the Public Land Pack and Saddle Animal Access Act. Provides that neither the State nor any person may deny an individual's use of a pack or saddle animal on a trail or road for the purpose of gaining access to public land if the public land has been designated by the State as land upon which such an animal may be used. Provides for exceptions. Provides that nothing in these provisions shall be construed to require or encourage the exclusion of pack or saddle animals from trails developed on public land after the effective date of the Act.
Amends the Illinois Highway Code. Provides that upon completion of the relocated highway and its opening to public travel, the county shall have full authority over the relocated highway and that portion of the original location not incorporated into the new location (rather than requiring that the original location be considered abandoned). Provides that for any portion of the original location not incorporated into the new location of the highway, the county board may transfer road jurisdiction to another highway authority or vacate, transfer, or sell the property interest.
Amends the School Code. Deletes language providing that before July 1, 2006 and after June 30, 2010, the State Board of Education shall provide the primary source of funding through appropriations for the grants for preschool educational program and the funds shall be distributed for the benefit of children who because of their home and community environment are subject to such language, cultural, economic and like disadvantages that they have been determined as a result of screening procedures to be at risk of academic failure. Deletes language that provides that screening procedures shall be based on criteria established by the State Board of Education. Removes the date restrictions of July 1, 2006 through June 30, 2010 on the requirement that the State Board of Education shall provide the primary source of funding through appropriations for the program. Effective immediately.
