ELEVATORS SAFETY-APPLICABILITY

Amends the Elevator Safety and Regulation Act. Provides that the Act, with the exception of this new provision, shall not apply to any county in the State other than the counties of Cook, DuPage, Kane, Lake, McHenry, and Will. Provides that any county other than the counties of Cook, DuPage, Kane, Lake, McHenry, and Will, and any municipality that lies within any county other than the counties of Cook, DuPage, Kane, Lake, McHenry, and Will, may set up its own inspection system for elevators and lifts by local ordinance.

RENEWABLE ENERGY PRODUCTION

Amends the Renewable Energy Production District Act. Provides that the definition of "renewable energy facility" includes waste-to-energy concepts. Provides that any or all (now, any) areas within the boundaries of a single county may be incorporated as a single renewable energy production special district (now, renewable energy production district). Sets forth various powers of the board. Sets forth procedures for the dissolution of a district. Further provides that a district and its board and employees shall be afforded the protections afforded by the Local Governmental and Governmental Employees Tort Immunity Act. Effective immediately.

VEH CD-SLOW MOVING EMBLEM FINE

Amends the Illinois Vehicle Code. Increases the fine for improperly displaying a slow-moving vehicle emblem from $25 to $75 for a first offense. Effective immediately.

STATE PARKS ACT-NATURAL AREA

Amends the State Parks Designation Act. Designates the Harry "Babe" Woodyard State Natural Area, in Vermilion County as a State natural area. Effective immediately.

COMPTROLLER-CAFR DEADLINE

Amends the State Comptroller Act. With certain exceptions, requires each State agency to report the necessary information to the Comptroller by each October 31 for the Comptroller's publication of the State's comprehensive annual financial report by each December 31. Establishes measures to deal with delinquent or insufficient reports from State agencies, including the Comptroller's withholding of compensation and expense reimbursement of the director or secretary of a delinquent State agency and the development of action plans by delinquent State agencies. Effective immediately.

GRP INS- UNIFORM COVERAGE

Amends the State Employees Group Insurance Act of 1971. Provides that, beginning July 1, 2012, if a coverage option is offered under the Act in any county or location within the State, then that option must be offered in all other counties and locations in the State. Effective immediately.

VEH CD-BOY&GIRL SCOUT PLATES

Amends the Illinois Vehicle Code. Authorizes the Secretary of State to issue Boy Scout plates bearing the Eagle Scout badge to the parent, step-parent, or guardian of an individual under 18 years old who has attained Eagle Scout rank. Authorizes the Secretary of State to issue Girl Scout plates bearing the symbol of the Gold Award to the parent, step-parent, or guardian of an individual under 18 years old who has attained Gold Award status. Provides that the parent, step-parent, or guardian of an individual under 18 years old who has attained either Eagle Scout or Gold Award status must demonstrate eligibility for the Eagle Scout or Gold Award plates at both initial registration and for each registration renewal.
