Amends the Criminal Code of 2012. Includes in the offense of threatening a public official threatening a human service provider. Defines "human service provider".
Amends the Mortgage Escrow Account Act. Makes a technical change in a Section concerning the Act's short title.
Creates the Bill of Rights for the Homeless Act. Sets forth certain rights of homeless persons. Provides that in any civil action alleging a violation of the Act, the court may award appropriate injunctive and declaratory relief, actual damages, and reasonable attorney's fees and costs to a prevailing plaintiff. Amends the Illinois Human Rights Act to make corresponding changes. Defines "housing status" as the status of having or not having a fixed or regular residence, including the status of living on the streets, in a shelter, or in a temporary residence.
Amends the Illinois Emergency Management Agency Act. Makes a technical change in a Section concerning testing of disaster warning devices.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Sets forth the General Assembly's findings and declarations concerning sudden, unexpected death in epilepsy (SUDEP). Provides that the Department shall establish a SUDEP awareness program to educate medical examiners, examining physicians, and coroners in this State about SUDEP. Provides that all autopsies conducted in this State shall include an inquiry to determine whether the death was a direct result of a seizure or epilepsy. Provides that if a medical examiner's, examining physician's, or coroner's findings in an autopsy are consistent with the definition of known or suspected SUDEP, then the medical examiner, examining physician, or coroner shall take certain action.
Amends the Unified Code of Corrections. Provides that the Department of Corrections shall immediately upon release of an inmate earlier than it otherwise would because of a grant of sentence credit for good conduct email the police department of the municipality into which the inmate is released that the inmate has been released into that municipality, or if the inmate is released into an unincorporated area or an area that does not have a police department, the Department shall email the county sheriff of the county in which the unincorporated area or municipality without a police department is located that the inmate has been released into an unincorporated area or an area that does not have a police department that is located in that county.
Amends the Higher Education Student Assistance Act. Repeals a Section authorizing the Illinois Student Assistance Commission to develop and provide a program of college savings instruments to State residents. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Beginning January 1, 2014, extends benefits under the State's medical assistance program to persons aged 19 or older, but younger than 65, who are not otherwise eligible for medical assistance under the Code, who qualify for medical assistance under specified provisions of the Social Security Act, and who have income at or below 133% of the federal poverty level plus 5% for the applicable family size. Provides that the 4-year moratorium on the expansion of medical assistance eligibility through increasing financial eligibility standards shall not apply to this new class of persons. Provides that such persons shall receive coverage for the Health Benefits Service Package. Defines "Health Benefits Service Package". Provides that if Illinois' federal medical assistance percentage (FMAP) is reduced below 90% for persons eligible for medical assistance under the specified provisions, medical assistance eligibility for this new class of persons shall cease no later than the end of the third month following the month in which the reduction in FMAP takes effect. Effective immediately.
Creates the General Assembly's Advisory Committee on Education Funding to conduct a thorough review of the existing distribution methods and expenditures of education funding and make recommendations to implement an education funding system.
