Amends the Nuclear Safety Law of 2004. Makes a technical change in a Section concerning the short title.

Amends the Unified Code of Corrections. Provides that as a condition of parole, aftercare release, mandatory supervised release, probation, conditional discharge, or supervision, a person convicted of, or placed on supervision for, a sex offense shall attend on Halloween or at any other day in which children under 18 years of age participate in Halloween activities a group meeting with other persons convicted of, or placed on supervision for, sex offenses.
Amends the Elder Abuse and Neglect Act. Makes a technical change in a Section concerning the short title.
Makes application to Congress for the calling of a convention for proposing amendments to the United States Constitution.
Amends the Private College Act. Prohibits post-secondary educational institutions from including the following in any data reported to the Board of Higher Education, for marketing or advertising purposes, on its Internet website, or in any of its publications: (1) recent graduate employment lasting fewer than 3 months or on a temporary basis; and (2) employment data from any of its campuses located outside the territorial boundaries of this State. Provides that a certificate of approval of a post-secondary educational institution may be revoked for violation of these provisions.
Creates the Seniors and Disabled Persons Pharmaceutical Assistance Relief Program Act. Provides that it is the purpose of the Act to ensure that the State's senior and disabled populations have access to affordable prescription drugs. Requires the Department of Healthcare and Family Services, beginning July 1, 2013, to establish and administer a Seniors and Disabled Persons Pharmaceutical Assistance Relief Program with the cooperation of local area agencies on aging. Contains provisions concerning eligibility standards; application standards; and rulemaking. Effective July 1, 2013.
Amends the Medical Assistance Article of the Illinois Public Aid Code. In addition to other specified criteria, provides that a Safety-Net Hospital is an Illinois hospital that is licensed by the Department of Public Health as a general acute care, psychiatric, or pediatric hospital (rather than a general acute care or pediatric hospital). Includes psychiatric hospitals to the types of hospitals that shall experience a 3.5% reduction in rates or payments for hospital services. Effective immediately.
Amends the Election Code. Provides that the election authority shall offer in-person grace period voting at his or her office, and may offer in-person grace period voting at additional locations specifically designated for that purpose by the election authority, but removes a provision allowing the election authority to conduct grace period voting by mail. Provides that, if a request for withdrawal from the ballot is received after the date for certification of the candidates for the ballot, the candidate's name will appear on the ballot, but the votes for that candidate shall not be tabulated. Provides that a person to whom an absentee ballot was issued may vote early or on election day. Effective immediately.
Amends the State Finance Act. Provides that, when an appropriation has been made by the General Assembly for the ordinary and contingent expenses of the operation, maintenance, and administration of each of the State's public universities, the State Comptroller shall draw his or her warrant on the State Treasurer for the payment of the same upon the presentation of itemized vouchers, issued, certified, and approved by the president of that university (now, by the president and secretary of the Board of Trustees of the university, with the corporate seal of the university attached). Effective immediately.
Designates November 13, 2014 as CU One to One Mentoring Day.
