Amends the State Universities Article of the Illinois Pension Code. Provides that, on January 1, 2010, the monthly pension of an annuitant who retired before January 1, 1980 shall be recalculated and increased to reflect the amount the annuitant would have received in January 2010 had the annuitant been receiving a 3% increase for each year he or she received a monthly annuity under Rule 1, Rule 2, Rule 3, Rule 4, or Rule 5. Provides for an additional increase of 3% of the amount of the retirement annuity then being received each January thereafter. Effective immediately.

Amends the Community Services Act and the Medical Assistance Article of the Illinois Public Aid Code. Provides that after the effective date of this amendatory Act, community Medicaid mental health services provided by community-based providers shall no longer be included in contracts with the Department of Human Services; instead, community Medicaid mental health services provided by a community-based provider must be billed directly to the Department of Healthcare and Family Services and must be separate from contracts between the Department of Human Services and community-based providers for all other mental health services. Further provides that rates of reimbursement for community Medicaid mental health services shall be consistent with rates outlined in specified provisions of the Illinois Administrative Code. Effective July 1, 2011.
Amends the Election Code. Requires that by January 1, 2020, all election authorities must acquire and use the same voting equipment or system, which must be selected by the State Board of Elections by July 1, 2010.
Creates the Employment Application Act. Prohibits an employer from requiring that applications for employment be submitted only online or in another electronic format. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Declares the week of April 25, 2010 as Adult Education and Family Literacy Week in the State of Illinois.
Amends the Open Meetings Act. Defines a "contemporaneous" meeting to exclude replies to electronic communications. Requires inclusion of such a reply in the record of an open meeting under certain circumstances.
Amends the Open Meetings Act. Provides that the Act is not violated when, without notice or minutes, a majority of the quorum of one public body attends and discusses public business at a meeting of another public body that complies with the Act's notice and minutes requirements. Effective immediately.
Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning establishment of the Illinois Student Assistance Commission.
Amends the Illinois Pension Code. In provisions concerning annual increases for retirement or supplemental annuities, provides that the increase calculated at 3% or the annual increase in the consumer price index-u for the preceding calendar year (rather than 3% or one-half the annual increase in the consumer price index-u for the preceding calendar year), whichever is less, of the retirement annuity then being paid (rather than of the originally granted retirement annuity). Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2011.
