Amends the Day and Temporary Labor Services Act. In the Section containing legislative findings, adds a finding that temporary laborers are vulnerable to discriminatory practices. Defines "day or temporary labor applicant". In a Section concerning recordkeeping, provides that the day and temporary labor service agency shall keep a record of the race, ethnicity, and gender of each day or temporary laborer or day or temporary labor applicant, as provided by the person who requests employment with or is contracted by the day and temporary labor service agency (instead of "the race and gender of each day or temporary laborer sent by the day and temporary labor service agency"). Provides that the day and temporary labor service agency shall provide each day or temporary labor applicant with and retain a copy of a written notice signed by an employee of the day and temporary labor agency and specifying the date, time, and location the applicant requested employment. Provides that at the time of annual registration, the day and temporary labor service agency shall submit to the Department of Labor, on a form created by the Department, a report containing the information required by the new provisions, grouped by branch office, in the aggregate for all day or temporary laborers assigned within this State in the prior year. Provides that in the case of a health and safety or notice violation, a private right of action exists for compensatory damages and an amount between $50 and $500 for each violation (instead of "up to $500 for the violation"). Makes corresponding changes.

Amends the Retailers' Occupation Tax Act. Provides that, when a person who is engaged in the business of selling seeds or plants sells those seeds or plants to a purchaser who uses the seeds or starter plants in raising lawn grass, vegetables, fruits, nuts, crops, or other plants which they will use or consume and not resell, those retailers are engaged in the business of selling tangible personal property to purchasers for use or consumption and are required to remit the tax imposed under the Act on those gross receipts. Provides that a person who sells seeds or plants to a purchaser who uses those seeds or plants in raising vegetables, fruits, nuts, crops, or other plants for sale is selling those seeds or plants to purchasers for purposes of resale and is not required to remit the tax imposed under the Act on those gross receipts.

Amends the Compassionate Use of Medical Cannabis Pilot Program Act. Includes in the definition of "debilitating medical condition", post-traumatic stress disorder. Amends the Firearm Owners Identification Card Act. Provides that whether a person is addicted to narcotics for purposes of the Act shall not be based on the status of the person as a registered qualifying patient or registered caregiver under the Compassionate Use of Medical Cannabis Pilot Program Act. Provides that the Department of State Police's authority to deny an application for or to revoke and seize a Firearm Owner's Identification Card based on any Illinois State statute or federal law does not include State statutes or federal laws that may prohibit the acquisition or possession of firearms or firearm ammunition based on a person's status as a registered qualifying patient under the Compassionate Use of Medical Cannabis Pilot Program Act.

Honors the service and sacrifices of the Tuskegee Airmen with the placement of commemorative memorial signs at all highway entrances to Champaign County bearing the words "Activation of the Tuskegee Airmen - March 1941".

Amends the Illinois Highway Code. Provides that money received by the State from the federal government under the Recreational Trails Program shall not be considered for use as aid in construction of highways, and shall not be placed in the "Road Fund" in the State treasury.

Appropriates $1,202,500 from the General Revenue Fund to the State Universities Civil Service System for its FY16 ordinary and contingent expenses. Effective July 1, 2015.

Amends the Code of Criminal Procedure of 1963. Makes a technical change in the Section concerning bailable offenses.

Amends the Illinois Educational Labor Relations Act. Makes a technical change in a Section concerning the short title of the Act.

Amends the School Code. Makes a technical change in a Section concerning charter schools.

Amends the Illinois Vehicle Code. Provides that each person applying at a driver services facility for a driver's license or permit, a corrected driver's license or permit, an Illinois identification card or a corrected Illinois identification card shall be notified that the person shall be registered (rather than may apply to register) to vote, and if his or her address has changed, his or her voter registration information shall be updated (rather than may be transferred upon application) to the new address within this State. Provides that the person may decline to register to vote and the employee or the Secretary of State shall not transmit the person's information to the applicable election authority.
