Amends the Probation and Probation Officers Act. Provides that the Division of Probation Services shall establish training standards for continuing education of probation officers and supervisors and broaden access to available training programs. Effective immediately.
Recognizes that Southern Illinois is the location of the greatest duration of totality for the 2017 North American solar eclipse (2m41.6s), and as such Southern Illinois is the best place on Earth to view one of nature's most beautiful sights.
Amends the Illinois Nuclear Facility Safety Act. Makes a technical change in a Section on legislative findings.
Amends the Illinois Public Aid Code. Requires all non-relative providers in the child care assistance program for the first time to participate in comprehensive orientation and pre-service trainings covering health and safety matters appropriate to a home-based setting within 6 months after the non-relative provider begins providing services under the child care assistance program. Provides that non-relative providers shall be paid $15 per hour for their attendance and time spent at mandatory orientation and pre-service trainings and that there shall be no charge for non-relative providers to attend mandatory orientation and pre-service trainings. Provides that relative providers shall be encouraged, but not required, to attend orientation and pre-service trainings, and shall be paid the same amount as non-relative providers. Requires orientations to be offered in person, no less than 6 times per year in each service delivery area; and requires the Department of Human Services to provide orientations and pre-service trainings in reasonably convenient locations and to provide reasonable advance notice. Requires the State to contribute into a Taft-Hartley health fund for the purpose of providing health insurance to qualified home child care providers. Provides that for State fiscal year 2017, the rate shall be $587.69 per enrollee per month; and that for future fiscal years, the rate shall be adjusted as determined by actuarial analysis. Effective July 1, 2016.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "Medicaid" Article.
Amends the Capital Development Board Act. Provides that certain contract administration fees charged by the Capital Development Board do not apply to capital construction projects managed on behalf of a public university. Effective immediately.
Amends the Assisted Living and Shared Housing Act. Requires assisted living and shared housing establishment's service delivery contracts to include a copy of the establishment's emergency involuntary termination of residency plan and the establishment's discharge protocol. Requires establishments covered by the Act to develop a discharge protocol and an emergency involuntary termination plan. Defines "emergency involuntary termination of residency plan" and "discharge protocol". Requires establishments that accept Alzheimer's and dementia patients within 30 days of admission or 30 days after an establishment's existing resident is diagnosed with Alzheimer's or dementia to develop a pre-emptive plan of discharge for the resident. Contains requirements for emergency involuntary termination of residency plans and discharge protocols. Effective immediately.
Amends the Day and Temporary Labor Services Act. Defines "day or temporary labor applicant". Provides that a day and temporary labor service agency shall keep a record of the race, ethnicity, and gender of each day or temporary laborer or day or temporary labor applicant, as provided by the person who requests employment with or is contracted by the day and temporary labor service agency (instead of "the race and gender of each day or temporary laborer sent by the day and temporary labor service agency"). Provides that records shall be open to inspection by the Department of Human Rights. Provides that in the case of a health and safety or notice violation, a private right of action exists for compensatory damages and an amount between $50 and $500 for each violation (instead of "up to $500 for the violation"). Makes corresponding changes.
