Declares May 2026 as ALS Awareness Month in the State of Illinois. Calls upon all Illinoisans to join in supporting amyotrophic lateral sclerosis (ALS) research and advocating for increased funding and to stand in solidarity with those affected by this relentless disease. Expresses support for the ALS community as they seek to increase awareness, prioritize research funding, and secure additional caregiving support.

Declares June 2026 as Fallen First Responders Month in the State of Illinois in honor of all the firefighters, paramedics, and law enforcement officers who have made the ultimate sacrifice in the line of duty. Encourages citizens to observe this designation with appropriate ceremonies, memorial services, moments of silence, educational programs, and acts of community service to honor the legacy of our fallen heroes. Expresses deep gratitude to the families of the fallen and pledges continued support to the men and women who serve and protect our communities each day.

Declares the week of May 3 through May 9, 2026 as Read with Your Child Week in the State of Illinois. Encourages all Illinois schools to promote Read with Your Child Week with appropriate activities.

Expresses reflecting on the heinous Hamas terrorist attack of October 7, 2023, and remembers the lives of the civilians, soldiers, and defenders who expressed unwavering support for the State of Israel. Extends sincere condolences to the families who have lost loved ones in this brutal assault, including the families of the 46 American citizens who lost their lives. Amends the Developmental Disability and Mental Disability Services Act. Amends the Criminal Code of 2012. Includes in the offense of mob action (1) the knowing or reckless steering of a motor vehicle so that it makes a controlled skid sideways through a turn with the front wheels pointed in a direction opposite to that of the turn if the activity results in the use of force or violence disturbing the public peace and (2) the knowing or reckless act of street racing if the activity results in the use of force or violence disturbing the public peace. Defines "street racing". Provides that the penalty for these offenses is a Class 4 felony.

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, for levy years 2026 through 2030, the term "taxing district" includes each home rule taxing district. Provides that, for levy years 2026 through 2030, the extension limitation is 0% or the rate of increase approved by the voters. Contains provisions setting forth the aggregate extension for taxing districts that became subject to the Property Tax Extension Limitation Law as a result of the amendatory Act. Sets forth powers and duties of the Department of Revenue. Limits the power of home rule units to tax. Effective immediately.

Amends the Time Standardization Act. Provides that daylight saving time shall be the year-round standard time of the entire State. Makes other changes.
