Amends the Illinois Identification Card Act. Provides that a photograph is not required on an Illinois Identification Card or an Illinois Disabled Person Identification Card if the applicant is prohibited by bona fide religious convictions from being photographed. Requires that the Secretary of State determine by rule which religious orders and sects have bona fide religious convictions against a person being photographed.
Amends the Employee Washroom Act. Makes a technical change in a Section concerning the short title.
Amends the Cannabis Control Act, the Illinois Controlled Substances Act, and the Methamphetamine Control and Community Protection Act. Provides that the State's Attorneys from their share of the monies and the sale proceeds of all other property forfeited and seized under the Acts, in addition to other authorized purposes, may make grants to local substance abuse treatment facilities and half-way houses.
Amends the Illinois Vehicle Code. Provides that speed limits for first and second division vehicles on 4-lane highways outside the counties of Cook, DuPage, Kane, Lake, McHenry, and Will shall be uniform. Effective January 1, 2012.
Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Increases the penalty for domestic battery from a Class 4 felony to a Class 3 felony if the defendant has any prior felony conviction for domestic battery.
Congratulates Bob Fallstrom on the occasion of receiving the Seal of Excellence from Easter Seals Central Illinois.
