Amends the Illinois Administrative Procedure Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Finance Authority Act. Requires that the next 2 members appointed to the Illinois Finance Authority have expertise in agribusiness or production agriculture. Requires that, after those appointments, the Authority include no fewer than 2 members who have expertise in agribusiness or production agriculture. Effective immediately.
Urges the Federal Motor Carrier Safety Administration to carefully examine the comments received regarding crop-share tenant farmers being considered for-hire carriers and implements of husbandry being considered commercial motor vehicles.
Amends the Gasoline Storage Act. Provides that if an empty tank inspection is requested or required, then a business engaged in the underground storage of gasoline has 90 days after notice of the inspection to use the stored gasoline. Effective immediately.
Amends the Illinois Enterprise Zone Act. Provides that an Enterprise Zone may be extended for an additional 20 years upon application by the corporate authorities of the county or municipality that designated the Enterprise Zone. Amends the Retailers' Occupation Tax Act. Provides that exemptions granted under the Act for tangible personal property used or consumed in an Enterprise Zone may be in effect for not more than 50 (instead of 20) years. Amends the Public Utilities Act to make conforming changes in provisions concerning tax exemptions for businesses located in Enterprise Zones.

Creates the Employ Illinois Job Renewal Act. Requires the Department of Commerce and Economic Opportunity to develop application procedures to certify certain areas in the State as Job Renewal Zones. Sets forth the qualifications for certification as a Job Renewal Zone. Sets forth tax incentives for businesses located inside Job Renewal Zones. Requires the Department to certify all Job Renewal Zones by July 1, 2013 and provides that all zones expire on June 30, 2024. Requires the Department to report to the General Assembly and Governor no later than January 1, 2023 concerning the program. Effective immediately.

Amends the Illinois Vehicle Code. Provides for the issuance of Filipino-American license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $20 at original issuance and renewal. Provides that the additional fee shall be deposited into the Secretary of State Special License Plate Fund.
Urges the Governor, the Director of the Illinois Department of Agriculture, and the members of the Illinois Congressional delegation to take all action possible to encourage the U.S. Secretary of Agriculture to immediately allow filter strips to be recognized as a conservation practice eligible for emergency haying and grazing in Illinois.
