Amends the Illinois Enterprise Zone Act. Provides that an Enterprise Zone may be extended for an additional 20 years upon application by the corporate authorities of the county or municipality that designated the Enterprise Zone. Amends the Retailers' Occupation Tax Act. Provides that exemptions granted under the Act for tangible personal property used or consumed in an Enterprise Zone may be in effect for not more than 50 (instead of 20) years. Amends the Public Utilities Act to make conforming changes in provisions concerning tax exemptions for businesses located in Enterprise Zones.

Appropriates $10,000,000 from the General Revenue Fund to the Illinois Community College Board for manufacturing curricula and workforce development. Effective July 1, 2009.
Amends the Illinois Income Tax Act. Creates an income tax deduction in an amount equal to a percentage of the licensing fees, royalties, receipts, and income from a patent issued after December 31, 2008 for an invention resulting from a development process conducted in Illinois. Effective immediately.
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning the creation of the Board.
Amends the Prevailing Wage Act. Provides that for a laborer, worker, or mechanic engaged in the transportation of aggregate or excavated materials or the operation of equipment to haul aggregate or excavated materials to or from the site of the building or construction job, the Department of Labor shall take into consideration the applicable prevailing wage rate and the Illinois Department of Transportation's current method of establishing equipment rates for trucks on public works projects. Defines various terms.

Amends the Central Illinois Economic Development Authority Act. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Provides that for the purposes of the offenses of bringing contraband into a penal institution, possessing contraband in a penal institution, unauthorized bringing of contraband into a penal institution by an employee, unauthorized possession of contraband in a penal institution by an employee, and unauthorized delivery of contraband in a penal institution by an employee, the term "item of contraband" includes poppers. Defines a popper as a device that, when placed in a locking mechanism of a cell door, can override, block or in any way defeat the locking mechanism of a cell door allowing the inmate to exit the unlocked cell. Establishes penalties.
Establishes the Community Service Education Task Force to address what level of funding the Community Service Education Program under the Community Service Education Act should have.
