Amends the State Salary and Annuity Withholding Act. Allows certain contractual employees to authorize the withholding of labor union fringe benefits under specified conditions.

Congratulates former State Representative Paul Stone of Sullivan on the occasion of his 90th birthday.
Amends the Motor Fuel and Petroleum Standards Act. Provides that, beginning January 1, 2008, all gasoline sold or offered for sale at retail in this State for use in cars or trucks upon the highways of this State must contain at least 10% ethanol, and beginning January 1, 2012, all such gasoline must contain at least 15% ethanol.
Amends the Illinois Insurance Code. Requires group health insurers to give a detailed statement to insureds when increasing policy premiums providing reasons for the increase. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning educational service regions.
Amends the Illinois Clean Indoor Air Act. Provides that no person shall smoke in an area immediately outside the vicinity of a hospital or nursing home if that area of the hospital or nursing home has been established as a non-smoking area by the State or unit of local government, or by a proprietor and his or her agents in control of the hospital or nursing home.
Amends the Open Meetings Act. Redefines a "meeting" to include gatherings, whether in person or by telephone call, electronic means, or other means of interactive communication, of a majority of a quorum of the members of a public body held for the purpose of discussing public business (now, a gathering of a majority of a quorum of the members of a public body held for the purpose of discussing public business).
Amends the Property Tax Code. Provides that a member of the armed forces of the United States, other than a reserve component, on active duty on the due date of any installment of taxes due under the Property Tax Code shall not be deemed delinquent in the payment of the installment until 90 days after the due date or, if the member is deployed outside the continental United States, 90 days after the member is redeployed to the continental United States. Provides that members of the reserve components of the armed forces of the United States or members of the National Guard who are on active duty shall not be deemed delinquent in the payment of the installment until 90 days (now, 30 days) after the member returns from active duty. Deletes provisions concerning an amnesty period in Cook County for certain National Guard members for taxes on homestead property due and payable in 1991 or 1992. Effective immediately.
Amends the School Code. Extends the time period during which a school district other than the Chicago school district may transfer moneys from specified funds for any purpose to June 30, 2007. Effective immediately.
Amends the Property Tax Code. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted the homestead exemption, the person qualifying need not reapply for the exemption. In a Section concerning the alternative general homestead exemption, deletes provisions ending the alternative exemption after certain tax years. Provides that the $20,000 limit on the alternative exemption applies only for certain tax years. Sets forth requirements for ordinances by counties concerning the homestead exemption. Effective immediately.
