ST SERVICES ASSURANCE ACT

Creates the State Services Assurance Act. Establishes required staffing ratios for specified State agencies that provide essential services. Requires the Departments of Children and Family Services and Veterans' Affairs to convene caseload and workload standards task forces, and the Department of Juvenile Justice to convene a staffing ratio standards task force, to develop standards by January 1, 2007. Requires the Legislative Audit Commission, in consultation with the Auditor General, to schedule audits, to be completed by January 1, 2007, of each executive branch agency under the Governor's authority to determine its staffing level trends. Effective immediately.

PEN CD-TRS-6% EXCEPTN

Amends the Downstate Teacher Article of the Illinois Pension Code. In provisions concerning contributions by State and other employing units, provides that, in determining whether a teacher's average salary for any school year used to determine final average salary exceeds the amount of his or her salary with the same employer for the previous school year by more than 6%, the System shall not include any of the following: (1) any payment that is paid to a teacher from the State of Illinois, the State Board of Education, or the United States government over which the school district or other employing unit does not have discretion; (2) a salary increase as a result of an internal promotion for which the State Board of Education requires additional certification; or (3) a salary increase as a result of the teacher accepting additional duties outside of a normal work day, as defined in the teacher's collective bargaining agreement or contract or in the employer's personnel policies.

CIRCUIT BREAKER ELIGIBILITY

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. In a provision concerning eligibility for grants under the Act, increases the household income eligibility limitations for grant year 2006, and provides that, for grant years 2007 and thereafter, the limitations shall be increased annually by the percentage increase in the Consumer Price Index for the previous calendar year. Effective immediately.

VEH CD-RELAY FOR LIFE PLATES

Amends the Illinois Vehicle Code and the State Finance Act. Provides for the issuance of Relay for Life special license plates, at an additional charge of $25 at original issuance and renewal. Provides that $10 of the original issuance charge and $23 of the renewal charge is to be deposited into the Relay for Life Fund. Creates the Relay for Life Fund as a special fund in the State Treasury. Provides that all moneys in the Relay for Life Fund shall be paid, subject to appropriation, as grants for charitable purposes, in relation to cancer awareness and research, sponsored by the American Cancer Society.
