Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning a license required to engage in the business of making loans of money in a principal amount not exceeding $25,000.

EMS-ACUTE STROKE PATIENTS

Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Director of the Illinois Department of Public Health shall develop a working group to advise the Department on Primary Stroke Center Systems; that this work group shall have representation from the following groups: EMS Medical Directors; hospital administrators; neurologists from accredited Primary Stroke Centers; EMS Coordinators; stroke advocates; fire chiefs in Illinois; private ambulance providers; and a representative from the State Emergency Medical Services Advisory Council; and that this group shall also develop and submit a statewide stroke assessment tool to the Department for final approval, a copy of which shall be disseminated to all EMS Systems for adoption no later than January 15, 2011. Effective immediately.

PROCURE-ELEC-BUSINESS CONTRIB

Amends the Illinois Governmental Ethics Act. Prohibits campaign contributions from business entities with annual aggregate contracts with a member of the Illinois General Assembly or pending contract bids of more than $25,000, or from the affiliated entities and affiliated persons of such business entities, to any political committees established to promote the candidacy of (i) the member of the General Assembly responsible for awarding the contracts or (ii) in the case of current contracts with a member of the General Assembly of more than $25,000, a declared candidate for that office. Requires that specified business entities electronically register with the State Board of Elections. Amends the Counties Code and the Illinois Municipal Code. Prohibits campaign contributions from business entities with annual aggregate contracts with a county or a municipality or pending contract bids of more than $25,000, or from the affiliated entities and affiliated persons of such business entities, to any political committees established to promote the candidacy of (i) the county or municipal officeholder responsible for awarding the contracts or any member of the governing body of the county or municipality if the governing body awarded or approved the contracts or (ii) in the case of current contracts with counties or municipalities of more than $25,000, a declared candidate for that office or the governing body of the county or municipality. Requires that specified business entities electronically register with the State Board of Elections. Limits home rule powers. Makes other changes. Amends the Election Code to make conforming changes. Amends the State Mandates Act to require implementation without reimbursement.

SCH CD-KINDERGARTEN REQ-PILOT

Amends the School Code. In order to study the educational value of kindergartens in terms of student academic achievement, requires the State Board of Education to implement a pilot program in Decatur School District 61 in which kindergartens for the instruction of children between the ages of 4 and 6 years are established for all children of that age in the district. Provides that from appropriations for this purpose not to exceed $250,000 per fiscal year, the State Board of Education shall provide funding for the pilot program, including covering the costs of the study and the necessary expenses of these kindergartens. Effective immediately.

PROP TX-EXEMPT 501(C)

Amends the Property Tax Code. Provides that, beginning in taxable year 2011, all property owned by an exempt organization under Section 501(c) of the Internal Revenue Code or its successor is exempt from taxation under the Code when exclusively used for a purpose authorized to be exempted under the Illinois Constitution.

PROP TAX/MULTI-TWP ASSESSORS

Amends the Property Tax Code. Provides that, beginning January 1, 2010, townships with less than 2,000 (instead of 1,000) inhabitants that are contiguous shall elect one multi-township assessor. Effective immediately.

VEH CD-SCHOOL BUS DRIVERS

Amends the Illinois Vehicle Code. Provides that a school bus must contain an operating two-way radio or cellular radio telecommunication device (rather than a two-way radio only) while the school bus driver is in possession of a school bus. Effective immediately.

HWY CD-BRIDGE REPAIR-CONSTRUCT

Amends the Illinois Highway Code. Increases from $15,000,000 to $30,000,000 the amount the General Assembly shall appropriate annually for apportionment to counties for construction of bridges 20 feet or more in length. Provides that the amount of grant for an approved road district project shall require at least $1 of local funds committed to the project for each $9 (rather than for each $4) that may be allocated under the Code.
