Amends the Wildlife Code. Provides that, if a person is currently serving on active-duty in the U.S. Armed Forces or Reserves and has a valid Firearm Owner's Identification Card, or the equivalent from another state, then there is no fee for a hunting license. Requires verification of active-duty service.

Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2009 through 2011. Effective immediately.
Amends the Agricultural Production Contract Code. Makes a technical change in a Section concerning the applicability of the Act.
Amends the Illinois Public Aid Code. Provides for Medicaid eligibility, in the case of persons who are otherwise eligible for Aid to the Aged, Blind or Disabled but who fail to qualify for that assistance on the basis of need, if they are spouses living together in the same household and if their non-exempt assets are equal to or less than the same resource allowance established for a community spouse as set forth in the Social Security Act upon a division of community assets.
Amends the Illinois Municipal Code. Provides that a fire department foreign fire insurance board in a municipality with fewer than 500,000 (now, 250,000) inhabitants shall have 7 trustees, including the fire chief and 6 members of the fire department (now, the Board is established by ordinances of the corporate authorities). Provides for an annual election of board officers. Provides that the annual municipal audit shall include funds appropriated to the board and shall determine whether the funds have been expended by the board only for the maintenance, use, and benefit of the department. Amends the Fire Protection District Act. Provides that in each fire protection district that has an organized fire department there shall be a foreign fire insurance board. Provides that the board shall have 7 trustees, including the fire chief and 6 members of the fire department. Provides that officers shall be elected annually. Authorizes the board to make rules. Provides that the treasurer must give a bond to the board. Provides that the board shall develop and maintain a list of items that are appropriate expenditures. Provides that the annual fire protection district audit shall include funds appropriated to the board and shall determine whether the funds have been expended by the board only for the maintenance, use, and benefit of the department. Makes other changes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Use Tax Act and the Retailers' Occupation Tax Act. Extends the manufacturing and assembly exemption from 2008 to 2013. Provides that, for purchases made on or after July 1, 2008, and on or before June 30, 2013, the maximum aggregate amount of the exemptions for production related tangible personal property awarded under the Acts to all taxpayers may not exceed $29,000,000. Makes a technical change. Effective immediately.
Amends the School Code. In school districts other than the Chicago school district, reduces the probationary period of time before a teacher enters upon contractual continued service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. For purposes of eligibility for a property tax relief grant and pharmacy assistance ("Illinois Cares Rx") under the Act, increases the maximum annual household income levels for households containing one person, households containing 2 persons, and households containing 3 or more persons by $2,500 each. Effective July 1, 2007.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning downstate teachers.
Amends the Illinois Highway Code. Increases from $15,000,000 to $30,000,000 the amount the General Assembly shall appropriate annually for apportionment to counties for construction of bridges 20 feet or more in length. Provides that, with respect to $15,000,000 of the $30,000,000 to be appropriated annually, the amount apportioned to a county shall be in the proportion that the number of bridges in disrepair (rather than the mileage of townships or district roads) in the county, as certified by the Department of Transportation, bears to the number of those bridges in the State, as certified by the Department.
