Amends the Environmental Protection Act. Provides that the annual fees applicable to discharges under NPDES permits do not apply to not-for-profit organizations. Effective immediately.

Amends the School Code. Requires the State Board of Education to provide for the registration and recognition of non-public schools, subject to appropriation. Effective July 1, 2004.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Increases the annual household income eligibility level for both circuit breaker and pharmaceutical assistance to $40,000 for a household containing one person (now, $21,218 for a household containing one person) and $50,000 for a household containing 2 or more persons (now, $28,480 for a household containing 2 persons and $35,740 for a household containing 3 or more persons) for the 2004 grant year and thereafter. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Amends the State Finance Act and the School Code. Provides that on or before the 11th and 21st days of each of the months of August through the following June, the State Treasurer and the State Comptroller shall transfer from the General Revenue Fund to the Common School Fund and Education Assistance Fund 1/22 of the amount appropriated to the State Board of Education for distribution to all school districts from the Common School Fund and Education Assistance Fund for the fiscal year (now, 1/24 of the amount appropriated to the State Board is transferred on or before the 11th and 21st days of each of the months of August through the following July). Provides that as soon as may be after the 10th and 20th days of each of the months of August through the following June, if moneys are available in the Common School Fund in the State treasury for State aid payments, then the State Comptroller shall draw his or her warrants upon the State Treasurer as directed by the State Board of Education, with each such semimonthly warrant being in an amount equal to 1/22 of the total amount to be distributed to school districts for the fiscal year (now, the State Comptroller draws his or her warrants upon the State Treasurer as soon as may be after the 10th and 20th days of each of the months of August through the following July with each such semimonthly warrant being in an amount equal to 1/24 of the total amount to be distributed). Effective immediately.
Amends the State Finance Act. Provides that no transfers may be made, in order to help defray the State's operating costs for the fiscal year, from the Road Fund or the State Construction Account Fund on or after the effective date of this amendatory Act. Effective July 1, 2004.
Amends the Criminal Code of 1961. Provides heightened criminal penalties for criminal damage to farm equipment or immovable items of agricultural production, including but not limited to grain bins and barns. Provides that trespass on certain agricultural properties is a Class A misdemeanor (rather than a Class B misdemeanor) and provides that such trespass on or after September 1 but before November 1 is a Class 4 felony. Effective immediately.
Amends the State Finance Act. Transfers back or, if amounts have not yet been transferred, cancels certain interfund transfers from the Road Fund, the Motor Fuel Tax Fund, or the Grade Crossing Protection Fund to the General Revenue Fund as required under certain provisions of the State Finance Act. Effective immediately.
Appropriates $10,000,000 from the General Revenue Fund to the Department of Commerce and Community Affairs for the Job Training and Economic Development Program. Effective July 1, 2003.
Amends the Secretary of State Act. Makes technical changes in a Section regarding the oath of office.
