USE & OCC TX-LOCAL OPT RATE

Amends the State Finance Act and the Retailers' Occupation Tax Act. Provides that a municipality or a county may, by ordinance, elect to waive the receipt of any distribution from the Local Government Tax Fund of moneys paid into that Fund from the net revenues realized from the rate on the selling price of motor fuel that is sold within that municipality or unincorporated area of the county. Provides that if the municipality or county adopts such an ordinance, then the retailers' occupation tax is imposed on the sale of motor fuel at the rate of 5.25% (now, 6.25%) of the gross receipts of motor fuel made in the course of business in that municipality or county. Sets forth requirements for adopting such an ordinance. Makes corresponding changes. Effective immediately.

COUNTY WORK CAMP

Amends the Unified Code of Corrections and the County Jail Act. Provides that under the direction of the sheriff, the sheriff may establish and operate a county work camp program for offenders who have been convicted of offenses that are not violent crimes. Provides that the sheriff may assign eligible offenders to the program. Provides that the sheriff may establish the types of community service to be performed by eligible offenders.

CIV ADM CD-METH HOTLINE

Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Provides that the Department of State Police shall establish a Statewide, toll-free telephone number to be known as the Methamphetamine Abuse Hotline that may be used by law enforcement agencies and the public to report the location of sites suspected of being used or that are or were used for the illegal manufacture of methamphetamine. Effective July 1, 2005.

IFA-EMS SERVICE VEHICLE LOANS

Amends the Illinois Finance Authority Act. Expands the fire truck revolving loan program to include EMS service vehicles. Amends the State Finance Act to make conforming changes.

AFFORD HOUSING-ILLEGAL ALIENS

Amends the Illinois Affordable Housing Act. Provides that Illinois Affordable Housing Trust Fund moneys may not be used to make a grant, mortgage, or other payment or loan to or on behalf of an individual who is an illegal alien. Effective immediately.

PENCD-IMRF-TAX LEVY APPROVAL

Amends the IMRF Article of the Illinois Pension Code. Provides that, at any time, the Board may require a municipality to submit to the Board (i) a certified copy of the ordinance for its tax levy for pension purposes, (ii) a certified copy of the ordinance for the appropriation for municipality contributions, and (iii) if the levy exceeds the contribution, a statement of the reason for the additional amount. Provides that the tax collecting authority may not extend a levy for an amount greater than the amount appropriated for municipality contributions, unless the additional amount is authorized for a school district or has been approved by the Board. Provides that, as a condition of approval, the Board may require the tax collecting authority to pay the revenue derived from the tax levy directly to the Fund rather than to the treasurer of the municipality levying the tax. Provides that the provisions of this amendatory Act do not apply within Cook County. Effective immediately.

$STATE POLICE- METH HOTLINE

Appropriates $500,000 to the Department of State Police to fund the Methamphetamine Abuse Hotline for fiscal year 2006. Effective July 1, 2005.

CAPITAL CRIMES

Amends the Capital Crimes Litigation Act. Provides that the funding provisions of the Act are available in any case involving an offense for which the sentence of death may be imposed as a consequence of conviction, regardless of whether or not the State's Attorney indicated that he or she would seek the death penalty in that case. Provides that these provisions are retroactive to any capital case that is pending at the time of enactment or that is prosecuted on or after its effective date. Effective immediately.

VETERANS HOME-ALZHEIMER'S

Amends the Department of Veterans Affairs Act. Requires the Department to create and operate a veterans' home at the Lincoln Developmental Center for veterans with Alzheimer's disease. Effective immediately.
