EDUC-STATE AID-BLOCK GRANTS

Creates the Continuing Appropriation for Education Act to require a Common School Fund recommendation by the Governor in the annual budget and annual Common School Fund appropriations by the General Assembly sufficient to fund general State aid and to require an irrevocable and continuing appropriation if the General Assembly fails to make sufficient Common School Fund appropriations. Amends the School Code. Removes language that provides that the Block Grants Article does not apply to the Chicago school district, repeals the Block Grants for Chicago Article, and makes related changes. Amends the State aid formula provisions to provide that the Foundation Level of support amount for the 2016-2017 school year and each school year thereafter is equal to the Foundation Level of support amount for the previous school year increased by 2%. Effective immediately.

DHS-SNAP-ABAWD WAIVER REMOVAL

Amends the Illinois Public Aid Code. Provides that the Department of Human Services shall not seek to renew or extend any federal waiver of the 3-month time limit or work requirements for able-bodied adults without dependent children who apply for or receive benefits under the Supplemental Nutrition Assistance Program. Effective immediately.

CCAP AUDIT

Directs the Auditor General to conduct a performance audit of the Child Care Assistance Program to ensure that child care providers being funded by the State of Illinois are properly managing the State funding provided to them and that only eligible families receive assistance of the program.

E-VERIFY REQUIRE EMPLOYER

Amends the Right to Privacy in the Workplace Act. Requires every employer, after hiring an employee, to verify the employment eligibility of the employee through the E-Verify program. Provides that, in addition to any other requirement for an employer to receive a grant, loan, or performance-based incentive from any government entity, the employer shall register with and participate in the E-Verify program. Provides that before receiving the economic development incentive, the employer shall provide proof to the government entity that the employer is registered with and is participating in the E-Verify program. Provides that the State, its political subdivisions, and units of local government, including home rule units, shall require each employer to use an Employment Eligibility Verification System as a condition of receiving a government contract or a business license. Effective immediately.

CHILD CARE ASSISTANCE-AUDIT

Amends the Illinois Public Aid Code. Requires the Auditor General to conduct an audit of the child care assistance program on June 30, 2017 and on June 30th every 2 years thereafter.

LOTTERY-ALZHEIMERS SCRATCH OFF

Amends the Illinois Lottery Law. Requires the Department of the Lottery, beginning on January 1, 2016 or as soon thereafter as is practical, to offer a special instant scratch-off game with the title of "The End of Alzheimer's Begins With Me". Requires the net revenue from that game to be deposited into the Alzheimer's Awareness Fund. Authorizes the Department to adopt rules necessary to implement and administer the game. Effective immediately.

HOSPITAL-SEPSIS PROTOCOLS

Amends the Hospital Licensing Act. Requires hospitals to adopt, implement, periodically update, and submit to the Department of Public Health evidence-based protocols for the early recognition and treatment of patients with sepsis, severe sepsis, or septic shock that are based on generally accepted standards of care. Requires the protocols to contain certain components, including components specific to the identification, care, and treatment of adults and of children. Requires hospitals to submit the protocols to the Department no later than 6 months after the effective date of the amendatory Act. Provides that protocols shall be resubmitted at the request of the Department, but not more frequently than once every 2 years unless the Department identifies hospital-specific performance concerns. Requires hospitals to report certain sepsis-related data to the Department. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department to publish guidelines to assist hospitals in developing the sepsis protocols. Contains provisions concerning rulemaking.
