Creates a nonpartisan Early Release Investigative Committee, which shall have the duty of inquiring into, investigating, and reporting to the Illinois House no later than May 1, 2010 on the early release programs implemented by the Department in 2009 and 2010, including, but not limited to, the "Meritorious Good Time Push" program.

Amends the Department of Employment Security Law of the Civil Administrative Code of Illinois. Provides that the Department of Employment Security shall, on a monthly basis, measure labor underutilization in Illinois in accordance with the U-6 measure (total unemployed, plus all marginally attached workers, plus total employed part time for economic reasons, as a percent of the civilian labor force plus all marginally attached workers) developed by the U.S. Bureau of Labor Statistics and shall release monthly data on the same day of the month on which it releases statewide unemployment data. Effective immediately.
Amends the Property Tax Code. Provides that, in counties with less than 3,000,000 inhabitants, if a person has been granted a senior citizens homestead exemption, that person need not reapply for the exemption (now, the county board may provide that persons who are granted the exemption need not reapply). Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the Illinois Commerce Commission.
Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Illinois Public Aid Code. Provides that the State shall be reimbursed for any funds provided under the Children's Health Insurance Program, the Covering ALL KIDS Health Insurance Program, and the Medical Assistance program to cover the costs associated with the hospital delivery or birth of a child; and that reimbursement shall be made by the putative father of the child when certain criteria exist. Provides that the Department of Healthcare and Family Services may consider certain factors when determining the amount owed by a putative father. Defines "putative father".
Amends the State Officials and Employees Ethics Act. Makes a technical change in a Section concerning the short title.
Creates the Family and Personal Protection Act. Establishes statewide uniform standards for the issuance of permits to carry concealed firearms in this State. Vests in the county sheriff the authority to issue concealed firearms permits to qualified applicants. Requires an applicant to complete a training course in handgun use, safety, and marksmanship. Also requires instruction in the law relating to firearm use. Creates the Citizen Safety and Self-Defense Trust Fund in each county, to be administered by the sheriff. Provides that the moneys in the Fund shall be used to administer the Act. Establishes restrictions on carrying concealed firearms. Establishes standards for the training course and for certifying instructors. Amends the Firearm Owners Identification Card Act. Provides that the Family and Personal Protection Act supersedes an ordinance of a unit of local government inconsistent with that Act. Prohibits a home rule unit from regulating the issuance of permits to carry concealed firearms. Amends the Criminal Code of 1961. Exempts from an unlawful use of weapons and aggravated unlawful use of weapons violation persons who carry or possess firearms in accordance with the Family and Personal Protection Act. Effective immediately.
Amends the Election Code, the Department of State Police Law, the County Shelter Care and Detention Home Act, the School Code, the Criminal Code of 1961, the Code of Criminal Procedure of 1963, the Rights of Crime Victims and Witnesses Act, the Unified Code of Corrections, and the Probation and Probation Officers Act. Eliminates electronic home detention and furloughs. Repeals the Electronic Home Detention Law. Effective immediately.
Amends the Illinois Income Tax Act. Creates an income tax credit in an amount equal to $210 for each employee hired by the taxpayer during the taxable year to fill a newly created position multiplied by the number of consecutive months during which the employee is employed by the taxpayer. Provides that the taxpayer may elect to use all or a portion of the credit against its withholding tax liability. Provides that, if the amount of the credit exceeds the taxpayer's liability for the taxable year, the credit may be carried forward and applied to the tax liability of the 5 taxable years following the excess credit year. Effective immediately.
Amends the Unemployment Insurance Act. Provides for the creation of a program of shared work benefits, under which an individual is deemed unemployed in any week if the individual works less than his or her normal hours or number of days in a week for the individual's regular employer and the Director of Employment Security finds that the regular employer has reduced or restricted the individual's hours or days of work or has rehired an individual previously laid off and reduced that individual's hours or days of work from those previously worked as the result of a plan by the regular employer to reduce unemployment and stabilize the work force through a program of sharing the work remaining after a reduction in total hours of work and a corresponding reduction in wages, among not less than 10% of the employer's regular permanent work force involved in the affected work unit or units. Provides for: computation of benefits; limits on benefits; determinations; reduction of benefits; payments; submission of forms and certifications; requirements; administration; creation of a Shared Work Benefits Fund; and other matters. Effective July 1, 2010.
