Directs the Commission on Government Forecasting and Accountability to study the impact of Public Act 93-0002 and the true cost of the bill versus the projected savings and create a report on its findings.

Amends the Illinois Vehicle Code. Provides that a transportation company may employ a driver that is not physically qualified to drive a commercial motor vehicle under Title 49 CFR Part 391.41 due to dependence on insulin, if the driver holds a valid Illinois driver's license, operates solely within the State, and has received a doctor's statement that: (i) the driver's medical condition is not likely to interfere with the driver's ability to safely operate a commercial motor vehicle; and (ii) the doctor's opinion is that the driver's condition is likely to remain stable for the 2 years that the medical certificate is valid. Provides that a transportation company that employs a driver under an intrastate medical waiver must maintain in the driver's qualification file a copy of the doctor's statement of intrastate medical waiver. Provides that the Secretary of State shall adopt rules to implement the new provisions.
Amends the Illinois Pension Code. With respect to the 5 State-funded retirement systems, provides that each system's certification of the required State contribution for Fiscal Year 2014 shall include, in addition to the amount otherwise calculated for FY2014, an amount certified by the Board to be necessary to bring the total contributions of the State to the system for Fiscal Years 1996 through 2012 up to the level that would have been contributed if the State had complied throughout that period with the contribution formula as originally enacted in Public Act 88-593, plus an amount representing the system's lost investment earnings resulting from the delayed payment of those contributions. Also includes revisory changes. Effective immediately.
Amends the Illinois Income Tax Act. Creates an income tax credit in an amount equal to $210 for each employee hired by the taxpayer during the taxable year to fill a newly created position multiplied by the number of consecutive months during which the employee is employed by the taxpayer. Provides that the taxpayer may elect to use all or a portion of the credit against its withholding tax liability. Provides that, if the amount of the credit exceeds the taxpayer's liability for the taxable year, the credit may be carried forward and applied to the tax liability of the 5 taxable years following the excess credit year. Effective immediately.
Amends the State Designations Act. Provides that no portrait or other image of any person who has served as Governor of Illinois shall be financed or paid for by the State or any State entity or with State funds.
Creates the Manufacturing Job Destination Tax Credit Act and amends the Illinois Income Tax Act. Provides for a credit of 25% of the Illinois labor expenditures made by a manufacturing company in order to foster job creation and retention in Illinois. Authorizes the Department of Revenue to award a tax credit to taxpayer-employers who apply for the credit and meet certain Illinois labor expenditure requirements. Sets minimum requirements and procedures for certifying a taxpayer as an "accredited manufacturer" and for awarding the credit. Effective immediately.
Amends the Covering ALL KIDS Health Insurance Act. Provides that a child is not eligible for coverage under the Covering ALL KIDS Health Insurance Program if he or she is an undocumented immigrant.
Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Alzheimer's Awareness license plates. Creates the Alzheimer's Awareness Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates and at renewal. Provides that $15 of the additional fee at original issuance and $2 of the additional fee at renewal shall be deposited into the Secretary of State Special License Plate Fund, and that $10 of the additional fee at original issuance and $23 of the additional fee at renewal shall be deposited into the Alzheimer's Awareness Fund. Provides that moneys in the Alzheimer's Awareness Fund shall be paid as grants to the Alzheimer's Disease and Related Disorders Association, Greater Illinois Chapter, for Alzheimer's care, support, education, and awareness programs.
Amends the Long-Term Care Provider Funding Article of the Illinois Public Aid Code. Provides that specified assessments imposed on long-term care providers shall not be due and payable until after the Department of Healthcare and Family Services reimburses a long-term care provider for services rendered for the month of the required assessment. Effective immediately.
Amends the Older Adult Services Act. Requires the Department on Aging to place service providers that provide services aimed at ensuring the health and safety of the older adult, such as abuse prevention, housing, and food services, on an expedited payment schedule as prescribed by the Department. Authorizes the Department to promulgate rules necessary to implement this provision.
