PRIVATE DETECTIVES-SUNSET

Amends the Regulatory Sunset Act. Extends the repeal of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 from January 1, 2014 to January 1, 2024. Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Makes changes to provisions concerning definitions, legislative intent, issuance of license, unlawful acts, exemptions, qualifications for licensure under the Act, training for private security contractors and employees, uniforms, consumer protection, inspection of facilities, renewal of licenses, employee requirements, employment requirements, requirement for a firearm control card and training, armed proprietary security forces, injunctive relief, discipline, submission to physical or mental examination, complaints, investigations, and hearings, suspension of licenses, restoration of licenses, unlicensed practice, the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board, powers and duties of the Department of Financial and Professional Regulation, and confidentiality. Effective immediately.

WEIGHTS AND MEASURES

Amends the Weights and Measures Act. Provides that weights and measures or weighing and measuring devices used for commercial or law enforcement purposes must have a Certificate of Conformance or have been certified by the Department or the city sealer on or before July 1, 2012. Provides that any apparatus certified by the Department or city sealer as of July 1, 2012 satisfies construction and installation requirements. Provides that the Department shall furnish an identification plate for registration and tracking purposes for any type of weight or measure or weighing or measuring device is impracticable to mark as required by the Act. Effective immediately.

INS CD-COVERAGE NOT REQUIRED

Amends the Illinois Insurance Code. Provides that no resident of the State, regardless of whether he or she has or is eligible for health insurance coverage under any policy or program provided by or through his employer, or a plan sponsored by the State or the federal government, shall be required to obtain or maintain a policy of individual insurance coverage except as required by a court or a State agency or department where an individual is named a party in a judicial or administrative proceeding. Provides that no provision of the Act shall render a resident of this State liable for any penalty, assessment, fee, or fine as a result of his failure to procure or obtain health insurance coverage. Provides that the Act shall not apply to individuals voluntarily applying for coverage under a State-administered program pursuant to the federal Social Security Act. Provides that the provisions concerning health insurance coverage not required shall not apply to students being required by an institution of higher education to obtain and maintain health insurance as a condition of enrollment. Provides that nothing in the provisions concerning health insurance coverage not required shall impair the rights of persons to privately contract for health insurance for family members or former family members. Effective immediately.

CONCEALED CARRY FIREARMS

Creates the Family and Personal Protection Act. Provides that in a county which by a majority vote of the county board authorizes the sheriff to issue concealed carry licenses, the sheriff shall issue a license to carry a loaded or unloaded handgun to an applicant who meets specified qualifications, has provided the application and specified documentation, and has submitted the requisite fees. Provides that a license to carry a handgun entitles a licensee to carry a loaded handgun, either concealed or openly, on or about his or her person or in a vehicle in the county of issuance and in any county that authorizes the sheriff to issue concealed carry licenses, except in certain prohibited locations. Provides that the license shall be valid in the authorized counties for a period of 5 years from the date of issuance. Provides for renewal of licenses. Establishes qualifications for licensees, certified firearms instructors, and instructor trainers. Provides for home rule preemption. Provides that the provisions of the Act are severable. Amends the Freedom of Information Act and the Criminal Code of 1961 to make conforming changes. Effective immediately.

PUB AID-TANF-CHILD LIMITS

Amends the Temporary Assistance For Needy Families Article of the Illinois Public Aid Code. With certain exceptions, provides that a family, receiving aid under the Temporary Assistance For Needy Families Program, shall not receive any increase in the amount of aid on account of the birth of a child if the birth of the child would increase the number of children receiving aid within the family to 4 or more.
