CONTROLLED SUB-SCHEDULE II

Amends the Illinois Controlled Substances Act. Deletes provision that a prescription for a Schedule II controlled substance shall not be issued for more than a 30 day supply, except as otherwise provided in the dispensing provisions, and shall be valid for up to 90 days after the date of issuance. Effective immediately.

ST GOVT-AIRCRAFT SALE & TRAVEL

Amends the State Officials and Employees Ethics Act. Requires the Executive Ethics Commission to adopt rules for the use of and travel on State aircraft that supersede any such rules applicable to the executive branch of State government adopted by the State's various travel control boards or the Travel Regulation Council. Amends the State Property Control Act. Provides that 3 executive aircraft and 2 helicopters owned by the State and not designated for emergency use are surplus property and must be sold by a competitive sealed bid method (now, a transferable airplane may be disposed of only if (i) it is no longer needed, (ii) it will not be used as a trade-in, and (iii) a public university or college offering aviation-related instruction or training has not listed its need for an airplane). Requires that the sale proceeds be deposited into the General Revenue Fund. Effective immediately.

OIL & GAS-HIGHWAY LANDS

Amends the Oil and Gas Wells on Public Lands Act. Provides that, upon application to the Illinois Department of Natural Resources for a permit to drill or otherwise operate an oil or gas well with respect to a drilling unit that includes certain highway lands, those lands shall be deemed leased for the purpose of enabling the permittee to obtain a drilling permit, without action by the Illinois Department of Transportation, if certain conditions are met. Prohibits the State of Illinois from receiving any compensation or royalty interest in the production from the subject well in exchange for the highway lands deemed leased.

VIDEO GAMING-ESTABLISHMENTS

Amends the Video Gaming Act. Includes within the definition of "licensed establishment" a licensed retail establishment where alcoholic liquor is drawn, poured, mixed, or otherwise served for consumption on the premises that is operated by an entity that is incorporated under the General Not For Profit Corporation Act of 1986. Effective immediately.

MORAINE VIEW-SALE-STATE PARKS

Amends the State Parks Act. Provides that the Department of Natural Resources shall reach an agreement with Dawson Township in McLean County regarding the sale of a portion of Moraine View State Park to the township. Provides that the Dawson Township shall pay the full market value for the property. Provides that the sale and conveyance of the acreage shall not transpire until the Department is able to acquire an adequate replacement property that satisfies federal requirements, and the Department shall have 5 years from the date of the agreement with Dawson Township to acquire the replacement property. Effective immediately.

VEH CD-PROPANE TRUCK WT LIMITS

Amends the Illinois Vehicle Code. Provides that until May 1, 2014, vehicle weight limits do not apply to a commercial motor vehicle used primarily in the transportation of propane winter heating fuel. Provides that a vehicle is not permitted to cross a bridge with posted weight restrictions if the vehicle exceeds the posted weight limit. Effective immediately.

HIGHER ED-MAP GRANT-APPLY

Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, provides that the Illinois Student Assistance Commission shall, twice a year (instead of each year), receive and consider applications for grant assistance. Provides that the first application period for grants for the next academic year shall be open to all eligible students and the second application period shall occur immediately before commencement of the academic year and shall be open only to non-traditional students and traditional students who missed the first application deadline due to unforeseen circumstances, as defined by the Commission. Requires the Commission to apportion grant funds between persons who applied during the first application period and person who applied during the second application period, in such manner as the Commission shall determine. Effective immediately.

FINANCE-LOCAL GOVT DEBT REFORM

Amends the Local Government Debt Reform Act. Provides that the approval of bonds authorized to be issued under the Counties Code and approved by Jackson County voters in a 1994 referendum, of which less than $200,000 were issued, and for which the purpose of the bonds is flooding prevention, shall remain approved for 25 years after the date of the referendum. Effective immediately.
