Amends the Senior Citizens and Disabled Persons Property Tax Relief Act by reinstating the pharmaceutical assistance program that was eliminated by Public Act 97-689 and changing the short title of the Act to the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Makes corresponding changes in other Acts. Effective immediately.

Amends the Time Standardization Act. Provides that the State is exempt from the provisions of the federal Uniform Time Act of 1966 that establish daylight saving time. Effective July 1, 2015.
Amends the Unified Code of Corrections. Provides that within 30 days after the effective date of the amendatory Act, cable television may not be installed in any institution or facility of the Department of Corrections and any cable television installed in any institution or facility of the Department shall be removed from that institution or facility within 30 days after the effective date of the amendatory Act.
Amends the Illinois Municipal Code. Prohibits a city or village that owns, operates, or maintains any fire protection or advanced life support services facility from ceasing the operation and maintenance of these facilities unless the proposed cessation is first submitted to the voters by referendum. Amends the Fire Protection District Act. Prohibits a city or village that owns, operates, or maintains any fire protection or advanced life support services facility that is located in whole or in part within or adjacent to the corporate limits of a fire protection district from ceasing the operation and maintenance of these facilities unless the proposed cessation is first submitted to the voters by referendum. Sets forth requirements and referendum language for the dissolution. Provides for the transfer of services, operations, facilities, rights, powers, duties, assets, property, liabilities, obligations, employees and responsibilities of the dissolved fire department to the fire protection district designated by the referendum. Effective immediately.
Amends the State Designations Act. Provides that no portrait or other image of any person who has served as Governor of Illinois shall be financed or paid for by the State or any State entity or with State funds.
Creates the Criminal History in Public Hiring Act. Provides that all State agencies, boards, and commissions under the jurisdiction of the Governor or any other executive branch officer must request the conviction information of all applicants. Requires all applicants for employment to authorize the release of that information. Provides criteria for the use of criminal history information in hiring. Defines "conviction information". Effective immediately.
Repeals the Film Production Services Tax Credit Act of 2008.
States the belief that the State of Illinois cannot afford to spend $100 million from taxpayer funds on a Barack Obama Presidential Library and Museum. Shows support for the efforts by many to locate a Presidential Library and Museum to the State of Illinois without the use of taxpayer funding.
Amends the Illinois Income Tax Act. Creates an income tax deduction for an amount equal to the income derived by an individual under the age of 18 from the auction of his or her livestock that is entered in the Illinois State Fair or the DuQuoin State Fair. Exempts the deduction from the Act's sunset provisions. Effective immediately.
Amends the Election Code. Requires Voters Identification Cards for those who do not have an acceptable photo ID. Sets forth requirements and exemptions.
