INS CD-NONCOVERED VISION SRVCS

Amends the Illinois Insurance Code, Health Maintenance Organization Act, Limited Health Service Organization Act, and Voluntary Health Services Plans Act. Provides that no insurer may issue a service provider contract that requires an optometrist or ophthalmologist to provide services or materials to the insurer's policyholders at a fee set by the insurer unless the services or materials are covered services or materials under the applicable policyholder agreement. Effective January 1, 2014.

CONCEALED CARRY-RECIPROCITY

Amends the Firearm Concealed Carry Act. Provides that a non-resident may carry a handgun in accordance with the Act if the non-resident: (1) is 21 years of age or older; (2) has in his or her immediate possession a valid license or permit that authorizes the individual to carry a concealed firearm, issued to him or her by a state whose training requirements to obtain a license or permit are substantially similar to those requirements contained in the Act; and (3) is a legal resident of the United States. Provides that the Department of State Police shall recognize any license or permit issued by a state whose requirements to obtain a license or permit are substantially similar to those firearms training requirements contained in the Act. Provides that when another state requires this recognition to be by reciprocal agreement, the Department of State Police shall enter into a reciprocal agreement with that state. Provides that if a resident of another state who is the holder of a valid license or permit to carry a concealed firearm issued by another state, recognized by the Department of State Police, establishes legal residence in this State, the license or permit shall be valid in this State for 90 days following the date on which the holder of the license establishes legal residence in this State. Lists criteria for which a person may establish legal residence in this State. Effective immediately.

GO BOND-OCC/USE TAX MOTOR FUEL

Amends the General Obligation Bond Act. Requires the issuance of general obligation bonds in the amount of $4,000,000,000 for the purposes of school construction, transportation, and pollution control. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Requires the Department of Revenue to deposit 100% of the net revenue realized from the 6.25% general rate on the selling price of motor fuel and gasohol into the General Obligation Bond Retirement and Interest Fund until a sufficient amount has been deposited to pay the costs to retire the bonds. Effective immediately.

MAHOMET AQUIFER - SOLE SOURCE

Urges the United States Environmental Protection Agency to classify the Mahomet Aquifer as a Sole Source Aquifer in order protect the residents of east-central Illinois and ensure they have clean drinking water for future generations.

DRUG ABUSE-ELECTION-PUBLIC AID

Amends the Election Code. Requires substance abuse testing as a condition for filing nomination papers for the office of State Representative or State Senator. Amends the Illinois Public Aid Code. Provides that the Department of Human Services shall require a drug test to screen each individual who applies for Temporary Assistance for Needy Families (TANF). Provides that the cost of drug testing shall be the responsibility of the individual tested and that an individual who tests positive for controlled substances shall be ineligible to receive TANF benefits for one year after the date of the positive drug test, unless the individual meets certain requirements. Contains provisions concerning notice; persons required to comply with the drug testing requirements; persons exempted from the drug testing requirements; circumstances under which an applicant who fails a drug test has the right to take one or more additional tests; and other matters. Effective January 1, 2015.

MEDICAID-ADULT DENTAL SRVCS

Amends the Medical Assistance Article of the Illinois Public Aid Code. Deletes provisions limiting adult dental services to emergencies and requiring the Department of Healthcare and Family Services to recognize certain conditions as dental emergencies. Effective immediately.
