HEALTH ED-AED INSTRUCTOR-CERT

Amends the Critical Health Problems and Comprehensive Health Education Act. Requires instructors training persons on how to properly administer cardiopulmonary resuscitation and how to use an automated external defibrillator to be certified to administer cardiopulmonary resuscitation and use an automated external defibrillator by the American Red Cross, the American Heart Association, or another nationally recognized certifying organization.

PRIVATE BUSINESS/VOC SCHOOLS

Amends the Private Business and Vocational Schools Act of 2012. Provides that a school or program within a school that exclusively provides yoga instruction, yoga teacher training, or both is not considered to be a private business and vocational school.

SMOKE DETECTORS-BATTERIES

Amends the Smoke Detector Act. In a Section concerning the requirements of smoke detectors installed in a dwelling unit, provides that if a smoke detector is battery powered, then the battery must be non-replaceable, non-removable, and capable of powering the detector for a minimum of 10 years. Creates an exemption for dwelling units and hotels within municipalities with a population over 1,000,000 inhabitants. Effective on January 1, 2016.

CONS FRAUD-CONTACT LENS PRICE

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a manufacturer or distributor of prescription contact lenses to prevent a retailer from selling or advertising contact lenses below any specified price.

PEN CD-SERS-ALT RETIREMENT ANN

Amends the Illinois Pension Code. In provisions that are applicable to new hires, provides that the alternative retirement annuity in the State Employees Article of the Code is available to any person employed in a title or position by a State agency or the Office of Secretary of State and vested with such investigative, law enforcement, or peace officer duties as render him or her ineligible for coverage under the Social Security Act (instead of only to a person who is a State policeman, fire fighter in the fire protection service of a department, or security employee of the Department of Corrections or the Department of Juvenile Justice).

AED TRAINING PROGRAMS

Amends the Automated External Defibrillator Act. Adds exceptions to provisions concerning requirements for individuals acquiring external defibrillators. Provides that an entity with more than 1,000 employees may develop or acquire an alternative external defibrillator training program whether or not the training is in accordance with the standards of a nationally recognized organization if the program is supervised by a person licensed to practice medicine in Illinois. Provides that train passengers and crew are not considered or deemed to be anticipated rescuers or users.

PEN CD-CHI FIRE-INCREASE

Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that any fireman born after December 31, 1954 but before January 1, 1966 shall be entitled to receive 3% automatic annual increases to his or her annuity. Provides that the automatic annual increase is not subject to the 30% maximum. Provides that the initial increase shall be in an amount equal to 3% for each complete year following the date of retirement or attainment of age 55, whichever occurs later. Provides that beginning January 1, 2017, the minimum widow's annuity and minimum retirement annuity payable to any person who has retired from service at age 50 or over with 20 or more years of service and is entitled to receive a retirement annuity under this Article on that date, or who retires from service at age 50 or over with 20 or more years of service after that date, shall be no less than 125% of the Federal Poverty Level. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
