MED PRAC-MANUFACTURER-GIFT BAN

Amends the Medical Practice Act and the Wholesale Drug Distribution Licensing Act. In any calendar year, prohibits a physician from intentionally soliciting or accepting from a manufacturer and a manufacturer from intentionally conferring upon a physician any gift having a cumulative total value of more than $50. Excludes drug product samples and educational materials from the ban.

CNTY CD-OFFICE OF TAX ADMIN

Amends the Counties Code and the Property Tax Code. Creates the Office of Tax Administration within the office of the Cook County treasurer for the purpose of consolidating all functions of county government related to tax administration, except those functions exercised by the county recorder. Transfers to the treasurer (i) all functions, duties, and powers and all employees, records, and property of the assessor and (ii) all tax administration-related functions, duties, and powers and certain employees, records, and property of the clerk and auditor. Provides that during the term of the county assessor elected in 2006, the assessor shall serve as an advisor to the treasurer on all tax-related matters. Provides that no vacancy in the office of assessor shall be filled, either by election or appointment.

EMERGENCY COMMUNICATION

Amends the Emergency Telephone System Act. Defines "high-speed channelized service". Provides that, where multiple voice grade communication channels are connected to a telecommunication carrier's public switched network through a high-speed channelized services, there shall be determined to be one network connection for each T-1 facility capable of transporting either the subscriber's inter-premises traffic to the public switched network or the subscriber's 9-1-1 calls to the public agency. Provides that a municipality imposing a surcharge at a rate per network connection shall impose 5 such surcharges per network connection where multiple voice grade communications channels are connected between the subscriber's premises and a public switched network through a high-speed channelized service. Provides that moneys in the Emergency Telephone System Fund may also be used to purchase automatic external defibrillators. Repeals a Section concerning certain reports and recommendations as to implementation systems. Effective immediately.

VEH CD-ACCIDENT REPORT DATA

Amends the Illinois Vehicle Code and the Consumer Fraud and Deceptive Business Practices Act. Requires a driver involved in an accident to report the accident to the Administrator of the Illinois Safety and Family Financial Responsibility Law of the Code within 10 days if the damage to the property of any one person as a result of the accident exceeds $1,500 (rather than $500). Provides that the written accident report forms supplied by the Administrator must call for detailed information with regard to the extent of any vehicle damage and prescribes a method for describing that damage. Provides that the Department of Transportation may supply vehicle-specific accident data to any person or entity in bulk electronic form after deleting specified private information. Provides that the person or entity must pay for the data and limits how the data may be used. Sets forth additional requirements for accessing the data. Requires the Department to create a vehicle history report database identifying vehicles damaged in accidents. Sets criteria for distribution and use of the reports compiled from the database. Makes other changes. Provides that a violation of the new provisions is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Provides that the new provisions are inseverable and, if they are held invalid, any person or entity that previously obtained access to accident data under the new provisions shall destroy the data and discontinue using the data in vehicle history reports. Effective immediately.

DENTAL PRACTICE-AED REQUIREMNT

Amends the Illinois Dental Practice Act. Requires all dental offices located in the State to contain at least one automated external defibrillator (AED) on the premises at all times. Provides that at least one member of the dental office staff must possess an acceptable level of knowledge in the use of AEDs and that the owner of the office is responsible for ensuring that the office is in compliance with the AED requirements.

TOBACCO-MINORS-FALSE ID

Amends the Sale of Tobacco to Minors Act. Provides that a minor under 18 years of age in the furtherance or facilitation of obtaining any cigar, cigarette, smokeless tobacco, or tobacco in any of its forms shall not display or use a false or forged identification card or transfer, alter, or deface an identification card. Provides that tobacco products may be sold through a vending machine only if such tobacco products are not placed together with any non-tobacco product, other than matches, in the vending machine. Provides that the sale or distribution by any person of a tobacco product, including but not limited to a single or loose cigarette, that is not contained within a sealed container, pack, or package as provided by the manufacturer, which container, pack, or package bears the health warning required by federal law, is prohibited. Eliminates provisions that permit tobacco vending machines in: (1) factories, businesses, offices, private clubs, and other places not open to the general public; (2) places where alcoholic beverages are sold and consumed on the premises; and (3) places where the vending machine is under the direct supervision of the owner of the establishment or an employee over 18 years of age.
