Amends the Code of Criminal Procedure of 1963. Provides that 2 or more acts or transactions in violation of certain provisions of the Illinois Wage Payment and Collection Act may be joined in a single count of an indictment, information, or complaint. Amends the Illinois Wage Payment and Collection Act. Subject to appropriation, provides that the Department of Labor shall establish an administrative procedure to adjudicate claims or specific categories of claims. Establishes procedures for an employee who has not been paid the wage the employee is entitled by the Act to recover by filing a claim with the Department or in a civil action, but not both.

Amends the School Code. Authorizes a school district to provide students with instructional materials in an electronic format.
Amends the School Construction Law. In provisions concerning early childhood construction grants, provides that a public school district or other eligible entity must provide local matching funds in an amount equal to 10% of the grant (rather than the amount of the grant). Provides that the Capital Development Board may adopt rules that include requirements that new or improved facilities be used for early childhood and other related programs for a period of at least 10 years. Effective July 1, 2010.
Creates the Greek Housing Fire Safety Act. Provides that in the case of a Greek housing structure (that is, a fraternity or sorority house) the construction of which is begun on or after January 1, 2011, that construction must include the installation of automatic fire sprinkler systems. Provides that in the case of a Greek housing structure construction of which was begun before January 1, 2011, automatic fire sprinkler systems are required in every such structure by January 1, 2019. Provides that if a Greek housing structure does not comply with these provisions, it is unlawful to occupy the structure as a Greek housing structure. Provides for enforcement by a unit of local government (if the Greek housing structure is under the jurisdiction of the unit of local government in whose territory it is located) or an institution of higher education (if the Greek housing structure is under the jurisdiction of the institution of higher education that its residents attend). Effective January 1, 2011.
Amends the Metropolitan Water Reclamation District Act. Removes a limitation providing that sanitary districts may issue certain bonds only until December 31, 2016.
Amends the Physical Fitness Facility Medical Emergency Preparedness Act. Adds facilities owned or operated by a public school organized under the School Code to the list of facilities that do not fall under the definition of "physical fitness facility". Effective immediately.
Amends the Personnel Code. Makes a technical change in a Section concerning the short title.
Amends the Illinois Dangerous Animals Act. Prohibits a person from having a right of property in, keeping, harboring, caring for, acting as custodian of or maintaining in his or her possession any primate, except at a properly maintained zoological park, federally licensed exhibit, circus, college or university, scientific institution, research laboratory, veterinary hospital, hound running area, or animal refuge in an escape-proof enclosure. Provides that this provision does not prohibit a person who had lawful possession of a primate before January 1, 2011, from continuing to possess that primate if the person registers the animal by providing written notification to the local animal control administrator on or before April 1, 2011. Provides for other notification requirements.
Amends the Liquor Control Act of 1934. Provides for the issuance or renewal of a retail license authorizing the sale of alcoholic liquor at a premises located within a municipality in excess of 1,000,000 inhabitants and within 100 feet of a school if certain conditions are met. Effective immediately.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the supervision of persons on parole or mandatory supervised release.
