Amends the Local Governmental and Governmental Employees Tort Immunity Act. Makes a technical change in the Section concerning the purpose of the Act.

Amends the Bingo License and Tax Act. Removes provisions that place limitations on the aggregate retail value of all prizes or merchandise awarded in any single day of bingo. Removes provisions that place limitations on the price paid for a single card under the license and the price for a single special game card. Provides that the number of bingo days conducted by a licensee under the Act is limited to 2 (instead of one) per week. Provides that no person or organization shall conduct a remote caller bingo game without a remote caller bingo license issued from the Department of Revenue. Sets forth certain restrictions on the conducting of a remote caller bingo game. Sets forth provisions concerning costs, fees, prizes, and proceeds.
Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. Provides that on July 1, 2015 and no later than each July 1 thereafter, each participating employer shall submit a report annually to the board of trustees of the Fund listing each of its employees during the past 12-month period. Specifies the information to be included in the reports and provides for audits of records. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Illinois Vehicle Code. Provides that beginning January 1, 2014, a vehicle subject to registration that has not been fitted with an original manufacturer's vehicle identification number shall be affixed with a visible metal identification tag.
Amends the Illinois Vehicle Code. Provides that if an application for a certificate of title for a vehicle refers to a vehicle sold at public auction under the Labor and Storage Lien Act, the Labor and Storage Lien (Small Amount) Act, or the Sale of Unclaimed Property Act and the Secretary of State refuses to issue a certificate of title, the Secretary of State shall provide the applicant with a written explanation for the refusal and any proof supporting the explanation. Provides that if an application for a certificate of title for a vehicle refers to a vehicle sold at public auction under the Labor and Storage Lien Act, the Labor and Storage Lien (Small Amount) Act, or the Sale of Unclaimed Property Act, the Secretary of State shall, within 30 days after receiving the application, either issue the certificate of title or notify the applicant of the refusal to issue a certificate of title. Amends the Labor and Storage Lien Act, the Labor and Storage Lien (Small Amount) Act, and the Sale of Unclaimed Property Act. Provides that a lien on a motor vehicle may be enforced on or after the 16th day after the completion of the expenditure of labor, services, skill, or material or furnishing of storage on or after the 16th day after the date agreed upon for redemption. Provides that a lien under the Labor and Storage Lien (Small Amount) Act and the Sale of Unclaimed Property Act may be enforced after certain notice requirements are met.
Creates the Gun Offender Registration Act. Provides that a person who commits certain offenses involving a firearm shall register with the municipal police department or sheriff's office in the municipality or county in which he or she resides, is employed, or attends school. Establishes registration requirement, duration of registration, and penalties for non-compliance. Creates the Gun Offender Community Notification Law. Provides that the Department of State Police shall establish and maintain a Statewide Gun Offender Database for the purpose of identifying gun offenders and making that information available to certain persons and entities. Provides that the name, address, date of birth, and offense or adjudication for gun offenders required to register under the Act shall be open to inspection by the public. Provides that every municipal police department shall make available at its headquarters the information on all gun offenders who are required to register in the municipality under the Act. Provides that the sheriff shall also make available at his or her headquarters the information on all gun offenders who are required to register under the Act and who live in unincorporated areas of the county. Provides that the Department of State Police and any law enforcement agency having jurisdiction may, in the Department's or agency's discretion, place this information on the Internet or in other media. Amends the State Finance Act and the Code of Civil Procedure to make conforming changes.
Expresses support for appropriating $3.5 million to the State Board of Education for a grant to the Parent Mentor Program for Early Childhood Education.
Amends the Arthritis Prevention, Control, and Cure Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that, beginning on July 1, 2014 and no later than each July 1 thereafter, each participating employer must submit a report to the Board listing each of its employees during the past 12-month period. Specifies the information the report must contain. Provides that if a report is inadequate or if the employer fails to submit the report, then the Board may provide for an audit of the records of the municipality or instrumentality as may be required to determine the information requested. Amends the State Mandates Act to require implementation without reimbursement.
