Amends the Downstate Firefighter Article of the Illinois Pension Code in a Section concerning disability arising in the line of duty. Provides that a firefighter shall be considered "on duty" and engaged in an "act of duty" while on any assignment approved by the chief of the fire department, including participation in training activities designed to enhance the skills and abilities of the firefighter, whether within or away from the municipality he or she serves as a firefighter (rather than considered "on duty" while on any assignment approved by the chief of the fire department, even though away from the municipality he or she serves as a firefighter), if the assignment is related to the fire protection service of the municipality. Provides that such activity shall continue to be considered an "act of duty" even if performed without compensation. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Public Labor Relations Act. Makes a technical change in a Section concerning security employees.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.

Amends the Illinois Pension Code. In provisions that are applicable to new hires, provides that the alternative retirement annuity in the State Employees Article of the Code is available to any person employed in a title or position by a State agency or the Office of Secretary of State and vested with such investigative, law enforcement, or peace officer duties as render him or her ineligible for coverage under the Social Security Act (instead of only to a person who is a State policeman, fire fighter in the fire protection service of a department, or security employee of the Department of Corrections or the Department of Juvenile Justice). Amends the State Mandates Act to require implementation without reimbursement.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning contributing to the dependency and neglect of a minor.
Amends the Liquor Control Act of 1934. Provides that the proponent of a referendum regarding retail sales of alcoholic liquor may withdraw the referendum after it has been submitted. Defines "proponent". Provides procedures for withdrawing a referendum. Provides that in cities, villages, and incorporated towns with more than 200,000 inhabitants if multiple petitions for a referendum setting forth the same or substantially the same question are submitted and the first submitted petition is withdrawn, then the clerk shall accept the next provisionally accepted petition. Effective immediately.
Amends the Metropolitan Water Reclamation District Act. Provides that the district may borrow money and issue its assistance bonds for the purpose of funding the assistance program, and those bonds shall be alternate bonds (currently revenue bonds) payable from any lawfully available revenue source. Effective immediately.
Amends the Charter Schools Law of the School Code. Provides that, as public schools, charter schools are responsible for the expenditure of public funds and are accountable to their authorizer to account for those funds, and, if qualified, charter schools also receive federal categorical funds and must comply with all federal rules regarding the expenditure of these funds. Requires each charter school, on or before December 1 of every year of operation, to submit to its authorizer and the State Board of Education a copy of the charter school's audit and a copy of the Form 990 the charter school filed that year with the federal Internal Revenue Service (instead of requiring an annual submission to the State Board by December 1); makes a related change. Provides that an authorizer may require quarterly financial statements from a charter school if deemed necessary for proper financial oversight of the charter school. Makes changes concerning chartering policies and practices and giving preference to certain charter school proposals. Provides that in no event shall the funding that a charter school is to receive from a school board for a school year be less than 97% (instead of 75%) or more than 100% (instead of 125%) of the school district's per capita student tuition multiplied by the number of students residing in the district who are enrolled in the charter school. Effective immediately.
