Veterans

Amends the Illinois Vehicle Code. Provides that the design and color of registration plates shall be wholly within the discretion of the Secretary of State. Provides that plates for veterans with disabilities who have been approved for benefits under the Senior Citizens and Persons with Disabilities Property Tax Relief Act shall pay a specified fee (instead of $24). Authorizes the Secretary to suspend or revoke a certificate or the special plates issued to tow truck or wrecker operator upon determining that the person is not lawfully entitled thereto or has made or knowingly permitted any illegal use of the plates or has committed fraud in the registration of vehicles or failed to give notices of transfers. Prohibits a vehicle from being registered in the name of a person who is not an owner or lessee of that vehicle. Requires a vehicle owner seeking to register a vehicle in the State to register that vehicle to a State address. Provides that it is a violation for a person to alter, forge, or counterfeit a license plate or digital license plate. Provides that if no assignable title is available when auctioning a vehicle, the auctioneer or dealer must apply for Illinois title for the purpose of assigning title. Provides that the renewal fee for licenses and permits issued to 18, 19, and 20 year olds is $5. Provides that the Secretary shall issue a meter-exempt decal or device to the parent of a person with a disability who is under 18 years of age and incapable of driving or the legal guardian of a person with a disability incapable of driving. Makes other changes.

Amends the Illinois Lottery Law. In a provision concerning a scratch-off for the benefit of Illinois veterans, provides that the 3-member funding authorization committee appointed by the Director of Veterans Affairs shall meet twice a year (instead of on a quarterly basis), at minimum.

Amends the Special Plates Article of the Illinois Vehicle Code. Provides that a person eligible to receive certain military special plates is entitled to receive, upon application to the Secretary of State, a second set of the special plates under the same terms and conditions as the first set of special plates. Effective immediately.

Designates the portion of Interstate Route 80 of the National System of Interstate and Defense Highways within the State of Illinois, from mile marker 26 to mile marker 51, as the "U.S. Marine Corps Highway Semper Fidelis".

Amends the Department of Veterans Affairs Act. Requires all service officers and any supervisors, including the field manager, within the field division to be currently serving reservists or national guardsmen in good standing or honorably discharged veterans from service in the Armed Forces of the United States, active or reserve component. Removes a requirement that service officers and supervisors serve during a time of hostilities with a foreign country and meet one or more listed conditions.

HJR 6 designates a specific section of Illinois Route 140. This portion of the highway, as it travels through Meadowbrook, will be officially named the "Cpl. Tommy N. Miller Memorial Highway" in honor of Cpl. Tommy N. Miller.

Amends the State Commemorative Dates Act. Provides that the Governor shall annually designate by official proclamation the third Friday of September in each year as POW/MIA Recognition Day (rather than the third Friday of September in each year is designated as POW/MIA Recognition Day) to be observed in honor and remembrance of the men and women who, as POWs, have suffered captivity in foreign countries while in active service with the United States armed forces or who, as MIAs, have been recognized as missing in action in a time of war or during a period of hostilities (rather than who were recognized as POWs or MIAs in a time of war or during a period of hostilities). Provides that the Governor shall request, in the Governor's annual designation by official proclamation, that some portion of the third Friday of September be used for solemn contemplation on the plight of members of the United States armed forces who have been held prisoners of war and members of the United States armed forces who have been missing in action and the resolve of families and friends who continue to seek the fullest possible accounting for missing loved ones. Effective immediately.

Amends the Department of Veterans' Affairs Act. Recreates the Veterans' Service-Related Ailments Task Force repealed by Public Act 102-417 and renames it the Veterans' Services Task Force. Requires the Veterans' Services Task Force to meet at least twice a year and at any other times it deems necessary. Requires the Task Force to submit a report of its findings and recommendations regarding veterans' service-related ailments not recognized by the U.S. Department of Veterans Affairs, and other specified matters, to the Governor and the General Assembly by December 31, 2026. Provides that the Task Force is dissolved on December 31, 2027. Effective immediately.

Amends the Illinois Vehicle Code. Allows the Secretary of State to issue special registration plates designated as Air Medal plates to residents of this State who meet the eligibility requirements prescribed by the Secretary of State. Provides that the plates shall display the Air Medal. Provides that in all other respects, the design, color, and format of the plates shall be within the discretion of the Secretary.
