Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Allows the Department of Public Health to contract for a statewide mobile pregnancy application to promote awareness of maternal and infant health programs for Medicaid participants, eligible individuals, and the uninsured. Sets application requirements, data reporting standards, and payment terms. Provides for nondigital outreach. Directs the Department to issue a request for proposals within 180 days.

Amends the Hospital Licensing Act. Defines "pathogens of epidemiological concern". Provides that each hospital shall develop and implement comprehensive interventions to prevent and control pathogens of epidemiological concern (instead of multidrug-resistant organisms) that take into consideration guidelines of the U.S. Centers for Disease Control and Prevention or recommendations from the Infectious Disease Society of America, the Society for Healthcare Epidemiology of America, the Association for Professionals in Infection Control and Epidemiology, or the Pediatric Infectious Disease Society for the management of multidrug-resistant organisms in health care settings. Within 12 months after the effective date of the amendatory Act, requires each hospital to adopt a policy for preventing and controlling the transmission of pathogens of epidemiological concern. Establishes reporting requirements for hospitals with patients carrying pathogens of epidemiological concern. Repeals the MRSA Screening and Reporting Act.

Provides that the Act may be referred to as the Illinois Newborn Equity Support Transfer (NEST) Program Act. Amends the Department of Human Services Act. Requires the Department of Human Services to establish and administer, subject to appropriations, the Illinois Newborn Equity Support Transfer (NEST) Program to provide direct cash assistance to eligible participants by July 1, 2026. Defines "participant" to mean any individual who gives birth in Illinois while enrolled in or eligible for Medicaid through Moms and Babies. Permits the Department to adopt any rules necessary to implement the NEST Program. Provides that program participants shall receive a $1,500 lump sum payment in or around the third trimester of pregnancy, prior to delivery; and a $500 monthly cash payment for the first 6 months following delivery. Requires the Department to submit reports to the General Assembly on a biennial basis that summarizes (1) the number of program participants and distribution across the State, (2) outcomes related to maternal and child health, housing stability, and economic security, or other outcomes identified by the Department in collaboration with stakeholders, and (3) recommendations for program improvements or additional populations beyond Medicaid enrollment to include as participants. Provides that cash disbursements made to participants under the NEST Program shall be considered "guaranteed income" as described in the Hospital Uninsured Patient Discount Act for purposes of determining eligibility for assistance under the Illinois Public Aid Code. Effective immediately.

Amends the State Finance Act. Creates the Illinois Pediatric Cancer Fund. Provides that the Fund is a special fund in the State Treasury that may be used to provide grants to certain eligible people, institutions, and organizations for the purpose of conducting pediatric cancer research, prevention, and treatment. Provides that the Fund shall consist of moneys appropriated by the General Assembly and collected from any donations or other source for the benefit of the Fund. Provides limitations for the distribution of the Fund. Provides that the unspent portions of the Fund shall remain in the Fund and may not revert to any other fund of the State. Provides that the Department of Healthcare and Family Services shall submit a report to the General Assembly concerning the administration of the Fund. Provides that the Department shall adopt rules to implement a pediatric cancer grant program under the provision.

Amends the Sexual Assault Survivors Emergency Treatment Act. Provides that beginning January 1, 2028, a treatment hospital, treatment hospital with approved pediatric transfer, or approved pediatric health care facility may submit a sexual assault treatment plan which includes the use of a TeleSANE interactive telecommunications system which allows a qualified medical provider to precept a medical forensic examination while located at a distant site. Amends the Juvenile Court Act of 1987. Provides that in inspection and copying of law enforcement records maintained by law enforcement agencies that relate to a minor who has been investigated, arrested, or taken into custody before the minor's 18th birthday by victims and their attorneys, the information identifying the nonrequesting victims shall be redacted in cases of multiple minor victims or multiple victims of sex offenses. Amends the Rights of Crime Victims and Witnesses Act. Provides that a victim shall not be excluded from any part of the trial unless a written motion to exclude a victim from trial was filed at least 60 days prior to the date set for trial. Makes other structural and technical changes in the Act. Makes other changes. Amends the Address Confidentiality for Victims of Domestic Violence, Sexual Assault, Human Trafficking, or Stalking Act. Defines "eligible person" as a person 18 years of age or older who is the victim of domestic violence, sexual assault, human trafficking, or stalking; the parent or guardian of a minor or disabled adult who is a victim of domestic violence, sexual assault, human trafficking, or stalking; and a household member of a victim of domestic violence, sexual assault, human trafficking, or stalking. Allows household members who are not victims to participate in the program. Provides that a participant whose certification has not been withdrawn or cancelled may reapply to the Address Confidentiality Program to renew certification for an additional 4 years. Changes notice process for certification cancellation. Allows the Attorney General discretion to continue the participation of participants who have a change of legal name and specifies notice in that process. Makes other changes.

Amends the Medical Practice Act of 1987. Provides that a pediatric neurologist or any other physician who diagnoses autism in a child must provide to the child's family, at a follow-up appointment, a pamphlet listing autism-specific support services in the area.

Amends the State Employees Group Insurance Act of 1971. Prohibits the State from applying for any federal waiver that would reduce or eliminate any protection or coverage required under the Patient Protection and Affordable Care Act (Affordable Care Act) that was in effect on January 1, 2017, including, but not limited to, any protection for persons with preexisting conditions and coverage for services identified as essential health benefits under the Affordable Care Act. Provides that the State or an agency of the executive branch may apply for such a waiver only if granted authorization by the General Assembly through joint resolution. Amends the Illinois Insurance Code. Prohibits the State from applying for any federal waiver that would permit an individual or group health insurance plan to reduce or eliminate any protection or coverage required under the Affordable Care Act that was in effect on January 1, 2017, including, but not limited to, any protection for persons with preexisting conditions and coverage for services identified as essential health benefits under the Affordable Care Act. Provides that the State or an agency of the executive branch may apply for such a waiver only if granted authorization by the General Assembly through joint resolution. Amends the Illinois Public Aid Code. Prohibits the State or an agency of the executive branch from applying for any federal Medicaid waiver that would result in more restrictive standards, methodologies, procedures, or other requirements than those that were in effect in Illinois as of January 1, 2017 for the Medical Assistance Program, the Children's Health Insurance Program, or any other medical assistance program in Illinois operating under any existing federal waiver authorized by specified provisions of the Social Security Act. Provides that the State or an agency of the executive branch may apply for such a waiver only if granted authorization by the General Assembly through joint resolution. Effective immediately.

Amends the Illinois Insurance Code. Provides that any policy of accident or health insurance amended, delivered, issued, or renewed on or after January 1, 2028 that provides coverage for medically necessary pediatric therapy shall provide coverage on a per-session basis. Provides that the terms of the policy may not limit coverage to a specified number of sessions per day. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to require coverage under the provisions of those Acts. Effective immediately.
