Amends the Illinois Certified Community Behavioral Health Clinics Act. Establishes a limited and targeted expansion mechanism to admit certain federally certified Community Behavioral Health Clinics into the Illinois Certified Community Behavioral Health Clinic Medicaid Demonstration program. Provides that the Illinois CCBHC prospective payment system methodology, as specified, shall be used to reimburse providers under the program. Prohibits the general expansion of the Illinois Certified Community Behavioral Health Clinic Medicaid Demonstration program beyond providers meeting the established eligibility criteria. Grants the Department of Healthcare and Family Services rulemaking authority, so long as the rules do not impose additional eligibility requirements beyond those expressly stated. Effective immediately.

Amends the Rare Disease Commission Act. Changes the sunset date of the Act from January 1, 2027 to January 1, 2032. In provisions regarding administrative support, adds that the administrative and other support to the Rare Disease Commission provided by the Department of Public Health includes printing services related to the distribution of the Commission's annual report. Effective immediately.

Declares May 2026 as NEC Awareness Month and May 17, 2026 as NEC Awareness Day in the State of Illinois to encourage increased public awareness, education, and research efforts related to necrotizing enterocolitis (NEC) and support for families affected by this disease.

Declares April 11 through April 17, 2026 as Black Maternal Health Week in the State of Illinois. Commends the work of organizations, health care providers, managed care entities, and community leaders, including Meridian Health Plan's MomCare initiative, for their dedication to improving maternal health outcomes and advancing equity across Illinois. Reaffirms commitment to supporting policies, programs, and partnerships that eliminate maternal health disparities and ensure that every mother in Illinois has access to high-quality, culturally competent care. Encourages continued public-private partnerships and innovative care delivery models that expand access, improve outcomes, and strengthen accountability across the maternal health ecosystem.

Urges regulators and enforcement agencies to increase inspections and ensure that manufacturers, distributors, and retailers reduce the selling of unlawful, kid-friendly vapes. Urges for strengthened coordination between State agencies, law enforcement, school districts, and public health authorities to reduce youth access to illegal vape products and protect the health of all students.

Declares July 10, 2026 as Vaccine Awareness Day in the State of Illinois to continue educating the public on the importance of vaccination, initiate meaningful dialogue around vaccination, and encourage the uptake of recommended vaccines. Urges the Illinois Department of Public Health (IDPH) to inform healthcare providers and Illinois residents that vaccinations are a highly effective and safe public health measure and to increase public awareness about the importance of all Illinois residents receiving immunizations as recommended. Urges IDPH to specify the differences between recommendations from the Advisory Committee on Immunization Practices (ACIP) and those issued by professional medical societies and to promote vaccination outreach and education initiatives that emphasize the importance of communication between patients and healthcare providers. Urges IDPH to continue prioritizing immunization initiatives and policies and to invest in immunization infrastructure to ensure broad and open access to immunizations. Urges IDPH to strengthen the State's public health preparedness, encourage the promotion and sharing of evidence-based vaccine recommendations, improve cross-state collaboration, and respond effectively to federal vaccine policies that lack scientific basis. Urges the Governor to explore joining a multi-state public health collaborative.

Declares July 28, 2026 as Hepatitis B Awareness Day in the State of Illinois. Urges promotion of hepatitis B vaccination as a highly effective and safe public health measure and supports removal of barriers to vaccination. Encourages development of an effective and actionable state hepatitis B strategic plan, as well as establishment of a hepatitis B working group to develop measurable goals.

Appropriates $500,000 from the General Revenue Fund to the Department of Human Services for a grant to Treatment Alternatives for Stronger Communities to support its pursuit of certification as a Comprehensive Community Mental Health Center. Effective July 1, 2026.

Urges the Illinois Department of Healthcare and Family Services (HFS) to ensure that pharmacies participating in Medicaid managed care networks are reimbursed for covered outpatient prescription drugs at a rate no less than the reimbursement that would be paid under the Illinois Medicaid fee-for-service pharmacy program. Urges HFS to implement such reimbursement parity through Medicaid managed care organization contracts and pharmacy benefit manager agreements. Urges HFS to monitor and report to the General Assembly on the impact of reimbursement parity on pharmacy network participation, patient access to medications, and pharmacy closures within the State. Encourages HFS to evaluate the effect of reimbursement parity on pharmacy deserts, rural health access, and Medicaid beneficiary access to pharmacist-provided patient care services.

This House Resolution declares May 10 through May 16, 2026, as Prevention Week in Illinois to raise awareness about substance use prevention and mental health. The measure directly affects community organizations, schools, and families involved in prevention efforts across the state. It formally recognizes the work of local coalitions and agencies that promote safe, healthy communities and commends their contributions to reducing youth substance use. Copies of the resolution will be presented to numerous prevention groups and partners who support these initiatives.
